Description
NOTE: Any prospective Offeror interested in obtaining plans and specifications for this solicitation must register on our website at http://ebs.sas.usace.army.mil/. Contractors may view and/or download this solicitation and all amendments from the I nternet after solicitation issuance. Description of work: Design, permitting, site preparation and construction of a Consolidated Aircraft Maintenance Facility at Robins Air Force Base, Georgia. The project will construct approximately 3,800 SM facility including areas for administration, testing, storage, shops, supporting utilities and site work. New construction will consist of a single-story, low-bay structure with reinforced concrete slab on piers and grade beams, steel frame and masonry walls. Struc ture will include areas for administration, testing, storage, and shops. Provide utilities, site work, and parking. Project also includes the demolition of two facilities, Buildings 40 and 64, totaling approximately 690 SM and asbestos abatement if neces sary. PRICE is equal in importance to ALL TECHNICAL FACTORS when combine. TECHNICAL FACTORS: FACTOR l - OFFEROR PAST PERFORMANCE. This factor is equal in importance to factor 2; is more important than factor 3; and, is significantly more important than f actors 4, 5, 6, 7 and 8. FACTOR 2 - CORPORATE RELEVANT SPECIALIZE EXPERIENCE. This factor is equal in importance to factor 1; is more important than factor 3; and, is significantly more important than factors 4, 5, 6, 7 and 8. FACTOR 3 - TECHNICAL APPROA CH NARRATIVE. This factor is more important than factors 4, 5, 6, 7 and 8. FACTOR 4 - BUILDING FUNCTION AND AESTHETICS. This factor is equal in importance to factors 5, 6, 7 and 8. FACTOR 5 - MECHANICAL SYSTEMS. This factor is equal in importance to fac tors 4, 6, 7 and 8. FACTOR 6 - SITE DESIGN. This factor is equal in importance to factors 4, 5, 7 and 8. FACTOR 7 - SUSTAINABLE DESIGN. This factor is equal in importance to factors 4, 5, 6 and Factor 8. FACTOR 8 - MANAGEMENT EFFECTIVENESS. This facto r is equal in importance to factors 4, 5, 6 and 7. The project will be solicited and procured using a One Step Design-Build Request for Proposals (RFP) in accordance with Federal Acquisition Regulation (FAR) Part 36. Proposals shall include sufficient de tailed information to allow complete evaluation. The Government reserves the right to reject any and all offers. Offerors are reminded that while the Government may elect to consider data obtained from other sources, the burden of proof of acceptability rests with the Offeror. The anticipated cost range is $5,000,000 to $10,000,000. Network Analysis will be required. This solicitation is issued on an unrestricted basis pursuant to the Business Opportunity Development Reform Act of 1988 (Public Law 100- 656). This solicitation will be issued in electronic format only and will be available on or about 29 March 2004 on the Internet at http://ebs.sas.usace.army.mil. Notification of amendments will be through use of the Internet. No additional media (CD-ROM, floppy disks, faxes, etc.) will be provided. It is the Offerors responsibility to check the Internet address provided as necessary for any posted changes to this solicitation and all amendments.
