- Description
- The National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Northeast Fisheries Science Center (NEFSC) is issuing notice of intent to negotiate a sole source procurement with MicroTechnologies, Inc. (MTI) to provide services to conduct and report on results of diagnostic testing for Infectious Salmon Anemia virus (ISAV). The diagnostic tests are to include ISAV-RT-PCR analysis and cell culture isolation for viruses from fish (salmonids and non-salmonids) collected from the wild, netpens, or used in laboratory experimentation, and samples from the environment (seawater, sediment, surfaces of netpens and invertebrates) and may include assays for other pathogens. Services for field collection of samples from the natural or culture environment are included in the proposed contract. Archiving of tissues processed for molecular diagnostics may be required. MTI is a small company in Maine that provides diagnostic services to the Maine and New Brunswick salmon aquaculture industry. It was the first fish disease diagnostic laboratory in the US to isolate the ISA virus in commercially cultured Atlantic salmon using a cell culture technique modified from the then standard fish health certification protocols. MTI wrote the fish health inspection protocols for ISAV when it became a >listed pathogen= and has been at the forefront of research and diagnosis on ISAV from when it first appeared in New Brunswick, Canada. MTI is certified by the USDA-APHIS specifically for ISAV diagnosis and due to MTI=s long history of fish health certifications performed for US and Canadian salmon farms, including those experiencing ISA outbreaks, it is the only laboratory in the US with extensive experience in diagnosing ISAV from non-laboratory settings (i.e., in the aquaculture and natural environments). This latter point is critical in diagnosing low-level infections which are most likely to be present in wild populations and in non-salmonid carriers. MTI has extensive experience in diagnosis of various pathogens of fishes and is in a position to collect samples from Maine environments as needed. The statutory authority for other than full and open competition is 41 USC 253 (c) (1), Only One Responsible Source. Interested parties may identify their interest and must provide evidence of their capability to respond to the requirement by March 25, 2004. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Numbered Note 22 applies.
