Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation No. GS-00P-04-CYM-PHA-1451 is being issued as a Request for Quotations (RFQ) utilizing simplified acquisition procedures found in FAR Part 13. This solicitation document incorporates provisions and clauses in effect through Federal Acquisition Circular 20. This is a total small business set aside under NAICS Code 531390 (size standard $1,500,000). The General Services Administration's Public Buildings Service (GSA/PBS) seeks real estate market research expertise to analyze selected GSA leases in Atlanta and Chicago. The study will provide recommendations to enhance the development of our strategic and operational priorities by applying advanced real estate market research and trend analysis to our leased commercial office portfolio. SCOPE OF WORK. The analysis will utilize the real estate market database of Torto Wheaton Research (TWR) and consist of the following deliverables for ach GSA market. The contractor will analyze leased properties over 10,000 square feet in two major clusters: Metro Atlanta and Metro Chicago. These locations in turn will contain several major sub markets. In total, approximately 2.5 million square feet of leased property will be examined in this study. (1) Cost performance gap analysis: The contractor will identity the gap between current GSA rental rates and the TWR Rent Index in each of GSA's markets/demand clusters. Weighted average cost performance summaries will be produced for each of the GSA's markets/demand clusters. (2) Market rate pricing trend analysis: The contractor will provide a TWR Rent Index forecast that would be customized to the GSA's leased occupancy in each market/demand cluster. (3) Lease Expiration overlay: The contractor will compare GSA lease expirations and options with the current weighted average cost of occupancy determined by the customized TWR Rent Index forecasts. This overlay forms the basis for recommendations regarding the timing and negotiating positions for market-based strategic leasing decisions. (4) Strategic scorecard: The Contractor will provide a strategic scorecard that highlights four major areas of portfolio risk and identifies key portfolio priorities. Categories are: Short-term market rents; Long-term market rents; Lease expirations; and Current rent versus TWR rent index. (5) Strategic recommendations: Based upon the above analysis and overall GSA occupancy trends, recommendations will be prepared by the contractor, with input from TWR economists as needed. DELIVERABLES. (1) A draft report including the analysis and recommendations will be completed and submitted within 30 business days of date of award; (2) The final report will be completed and submitted within 40 business days of date of award of contract; and (3) Final presentation to senior management will be made within 50 business days of date of award of contract. The Government will award a firm fixed price contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Past performance, experience, credentials and price. Offerors are reminded to include a completed copy of the provision at 52.212-3, Offerors Representations and Certifications Commercial Items, with its offer. Clause 52.21-4, Contract Terms and Conditions-Commercial Items, applies to this solicitation and is hereby incorporated by reference. Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this solicitation and the following clauses are applicable: 52.219-6; 52.222-3; 52.22-21, 52-222-26; 52.222-35; 52.222-36; 52.222-37; 52.232-33; 52.247-34; and 52.252-2 are hereby incorporated by reference. All offers are due by 3:00pm est., Tuesday, March 30, 2004 and shall be submitted to Belinda M.
