Description
This is a small business set-aside procurement. On behalf of the Office of the Assistant Secretary of the Army for Installations and Environment (ASA(I&E)), the executive agency for the EITM/EQT programs sponsored through the Deputy Under Secretary of Defense, Installations and Environmental (DUSD,I&E) and in accordance with FAR 6.101, the Defense Contracting Command-Washington (DCC-W) expects to have a Request for Proposal (RFP) that supports two distinct missions. First (1st), approximately 56% of the effort, NAICS 541512 - contractor support for sustainment of EITM operations. EITM coordinates the development and maintenance of integrated, cost effective, and useful environmental data management and reporting applications. Second (2nd), approxi mately 44% of the effort, NAICS 541620 contractor support for the Army in overseeing the execution of the Armys EQT program, technical and management expertise in the execution of the National Defense Center for Environmental Excellenece (NDCEE) program, a nd expertise in the oversight of international environmental technology programs. The EQT program prioritizes Army environmental projects, obtains funding and oversees execution of individual projects. The mission of the NDCEE is to systematically mainta in a structure to address DOD's environmental technology requirements by defining and staffing a management, technical and financial organization for the operation and administration of the NDCEE program. A cost plus incentive fee type contract is anticip ated. This is a new requirement. The missions have been supported through task orders on several contracts at various contracting offices. Copies of the DCC-W award, DASW01-02-D-0007, Task 0005 are available by submitting a FOIA request to The Office of Chief Advocate (OCA), Attn: Ms. Suzanne Council, 5200 Army Pentagon, Washington, DC 20310, FAX # 703/693-5735. Copies of any awards outside DCC-W may be requested via Email (the preferred medium) to Ms. Pat Denard at Patricia.Denard@hqda.army.mil or fax 703/695-9747. DCC-W will provide whatever copies are available. Questions/comments pertaining to the RFP may be sent via Email or fax. Telephone requests for copies or questions will not be accepted. The date for issuance of the RFP is on or about 1 Apr 2004. Interested firms may to http://dccw.hqda.pentagon.mil/services/RFP1.asp. to obtain electronic copies of the RFP. Questions pertaining to the RFP must be received in DCC-W office No Later Than 10 calendar days after the publication of the RFP .
