- This is a combined synopsis/solicitation for commercial items, prepared in accordance with the format in FAR 12.6, as supplemented, with additional information included in this notice. This announcement constitutes the only solicitation; open-market quotations are being requested and a written solicitation will not be issued. This solicitation is issued as a request for quotation (RFQ). The solicitation document and incorporated clauses are those in effect through Federal Acquisition Circular 2001-18. This RFQ has the following line item: CLIN DESCRIPTION QTY 0001 Computer cluster with forty-eight (48) compute nodes. 1 Complete specifications are listed below: Compute Node Configuration Dual Opteron 2.2 GHz 4 GB Memory Dual channel DDR memory (PC3200 or faster) Motherboard memory capacity - 16 GB 80 GB EIDE/8MB/7200RPM Hard Drive (min size and rotation speed) kvm access only (do not include kvm equipment) at least one free pci slot (for possible networking upgrade) Gigabit Ethernet network card (at least 1) USB port access from front 1.44MB floppy drive Master Node Configuration Dual Opteron 1.8 GHz 4 GB Memory Dual channel DDR memory (PC2700 or faster) 2 x 120 GB EIDE/8MB/7200RPM Hard Drives (min size and rotation speed) EIDE CDRW 1.44MB floppy drive kvm access only (do not include kvm equipment) at least one free pci slot (for possible networking upgrade) USB port access Cluster Configuration Gigabit Ethernet across entire cluster (switch fabric should have a minimum 30 Gbps bandwidth) Remote power management for all nodes Temperature monitoring of each processor (lm_sensor support on motherboard preferred) Software and Support Licensed Linux operating system (64 bit) Redhat or Suse installed on all nodes MPI (Message-Passing Interface) Power sequencing on startup Provide benchmark data (at least Linpack, Communications) to be used for cluster acceptance On-Site Installation (2 full days) First year next day warranty 8-5, M-F, advanced parts replacement (parts cross- shipped without additional expense) covering all hardware components Year 2 + 3 full hardware warranty (8-5, M-F, standard parts replacement) Life of system technical support Offeror shall detail any and all special electrical power requirements. This shall include plug type and quantity (for example quantity 7 of Nema L6-20R), and power draw at full throttle (for example 20000 watts). SHIP TO: AFIT/SC, Attention: Denise Meyer (Mark For: ENG), 2950 Hobson Way, Bldg 642, Rm 2200, Wright-Patterson AFB, OH 45433-7765. Delivery, including on- site installation, required within forty-five (45) days of award, FOB destination, and net-30 payment terms. The following clauses and provisions apply: 52.212-1, Instructions to Offerors? Commercial, 52.212-2 Evaluation?Commercial Items, and 52.212-3, Offeror Representation and Certifications?Commercial Items (Offeror shall include a completed copy of the provision at 52.212-3 with its offer). An addendum is added to 52.212-1(b) (10), requiring offerors to provide at least three (3) references from DoD agencies or educational institutions to whom the offeror has sold similar systems. The significant evaluation factors, in descending order, are (1) technical capability of the item offered to meet the Government requirement, (2) price and (3) past performance. Technical capability of the item offered and past performance, when combined, are significantly more important than price. The clauses at 52.212-4, Contract Terms and Conditions ? Commercial Items, and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders ? Commercial Items, apply to this acquisition. Also, an addendum is added to 52.212-4(a) to reflect the place of inspection, acceptance and FOB as destination. This will be a best value award, and the Government intends to award a firm- fixed price contract. The Government reserves the following rights; (1) to award to other than the lowest offeror; (2) to award without discussions; and (3) to make no award.
