Description
The USDA, Animal and Plant Health Inspection Service (APHIS), National Veterinary Sciences Laboratory (NVSL), Ames, Iowa, intends to issue a Blanket Purchase Arrangement (BPA), to pre-approved laboratories within the United States that have already demonstrated the capability to provide the services outlined in the attached statement of work to provide sheep genotype testing. Submit faxed quotations to ?Contracting Section,? at (612) 370-2106. QUOTATIONS ARE DUE MARCH 29, 2004, BY 2:30 p.m., CST. Simplified procurement procedures will be used as well as commercial item acquisition regulations per FAR 12. THIS IS A COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and A WRITTEN SOLICITATION WILL NOT BE ISSUED. This solicitation document incorporates provisions and clauses which are in effect through Federal Acquisition Circular 01-13. The following FAR provisions and clauses are incorporated by reference and can be found in full text at www.arnet.gov/far: 52.212-1 Instructions to Offerors ? Commercial Items, 52.212-2 Evaluation-Commercial Items, 52-212-4 Contract Terms and Conditions ? Commercial Items, 52-32-35 Designation of Office for Government Receipt of Electronic Funds Transfer, fill-in information for paragraph (c) is Name: USDA National Finance Center, Phone Number: 800-421-0323. Offers must include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items. The Government will award a blanket purchase agreement resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition. The Contractor performance will be measured by the ability to adhere to deliverable deadlines as agreed between the COTR and the contractor at the start of the contract. AGAIN QUOTES ARE DUE BY MARCH 29, 2004, BY 2:30 p.m., CST. All responsible small business may submit a quote for consideration. All quotes must be signed. Offers should also include Tax Payer Identification number (TIN) _____________ and Dun and Bradstreet Number (DUNS) ____________________ and business size _____________ for NAICS 541380. SPECIFICATIONS: Accepting laboratories must be able to perform the genotype testing, must be pre-approved by APHIS to conduct said test, have quality control procedures in place and follow good laboratory practices. This BPA will not be an open account and shall not be considered a grant; no overhead will be paid. Laboratories must be able to handle a minimum of 25 samples and the maximum 100 samples at any given time. All tests will be performed to standards generally accepted by the scientific community. Each laboratory will agree to follow QA policies and procedures previously set forth by the laboratory?s application for Laboratory Approval (APHIS) to Conduct Genotype Tests for Scrapie Susceptibility in Sheep. Prior to any offeror being awarded a contract, blanket agreements, blanket purchase agreement or basic ordering agreements, the offeror shall be registered in the Central Registration System (CCR). Quotes can be e-mailed to Patricia.Y.Harris@aphis.usda.gov. A complete quote will consist of the following: 1. Price for CLIN 0001-0008 per sample and individual codon, based on 5 (five) business day reporting period or 10 (ten) day business day reporting period. 2. Signature on the page that lists the price. 3. Narrative addressing how the proposal meets the requirements/specifications. 4. completed copy of the provisions at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items. The Director, NVSL or the designated representative of the accepting laboratory may cancel this agreement at any time by notification in writing. The BPA awarded to each successful offeror will have a simplified acquisition threshold under commercial item acquisition of $5,000,000 under FAR 13.5 and FAR 12. Awards will be made to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: price, laboratory experience with genotype testing, past performance, testing capacity and storage capacity.
