Description
The Customs and Border Protection, Sault Ste. Marie Port Office is currently looking to arrange a contract with a local privately owned indoor firing range to conduct mandatory quarterly qualifications. The proposed range must meet various standards to qualify. The contractor must make the range available exclusively to the inspectors/officers of Customs and Border Protection, Monday through Friday from 8 a.m. to 8 p.m. for the first two weeks in April 2004 and July 2004. The range must be closed to public use during the aforementioned hours. The range must possess the following to be considered for the contract. The range must be an indoor firing range. The range must possess a minimum of 10 (twelve) firing points. The range must be able to accommodate a qualification course distance minimum of 1.5 yards and a maximum of 25 yards. The range must possess a public address system that has a hands free remote microphone. The range must possess some type of classroom facility with chalkboard or marker board. The range must be able to accommodate shooters qualifying in low light level conditions. The range must possess a ventilation system that conforms to existing OSHA standards. The range must be within reasonable distance from the Port Office location. The range must be able to accommodate the following calibers, 9mm Luger 124 GR DGHP & .40 CAL. The range rules cannot disallow students from drawing and firing from the holster. The range rules cannot disallow a student from moving in front of the firing points with an instructor present. The range rules must allow shooters to utilize weapons on fully automatic fire drills. This is a simplified acquisition under FAR part 13 using RFQ procedures. All responses must be received in this office no later 3:00 p.m. on March 18, 2004. Award will be made based on the best value for the U.S. Government, price and technical considerations included. All bidders must be listed in the Central Contractor Registration at http//www.ccr.gov for possible contract award consideration. Proposal will be accepted via fax on 317-298-1344, by 3:00 p.m. Central Standard Time.
