Description
NAVAIR is seeking various industry sources that can provide engineering (development, sustaining, and manufacturing), logistics and technical services, and depot level/major repair/modification support for the TH-6B for The United States Naval Test Pilot School (USNTPS). The aircraft are Army OH-6Bs converted to a variant of the FAA type certified MD-369H aircraft in order to utilize commercial operation and maintenance processes and are currently designated as the TH-6B. The USNTPS TH-6B is powered by an Allison 250-C-20B engine. The USNTPS TH-6B aircraft is unique in that it incorporates a crash resistant fuel cell system with a pressure refueling capability, as well as a gravity refill option. Four of the six TH-6B aircraft have Navy flight test instrumentation packages installed, and the other two are equipped with a Forward Looking Infrared System (FLIR) mounted on the right side with video monitors in the crew stations. The TH-6B is contractor maintained following the guidelines established by: a) applicable FAA regulations, notices and bulletins, b) processes and procedures promulgated by OPNAVINST 4790.2 (Series) and c) instructions and directions issued by PMA-207. This maintenance concept complies with OEM/FAA data, methods, processes and procedures to certify airworthiness and establish service life limits for non-developmental, off-the-shelf aircraft. Spare/repair parts are obtained from commercial sources and must meet FAA certification and airworthiness requirements. The Government does not intend on furnishing any material or information for this effort. THIS SYNOPSIS IS NOT A REQUEST FOR PROPOSALS. It is a market research tool being utilized to determine the availability and adequacy of potential sources prior to determining the method of acquisition and the defining of a possible requirement. Interested parties are requested to submit no more than 12 pages demonstrating their capability to perform the services listed above. This documentation shall address, as a minimum, the following: (1) prior/current corporate experience in performing efforts of similar size and scope within the last three years including contract number, organization supported, indication of whether a prime or subcontractor, contract value, Government point of contact and current telephone number, and a brief description of how the contract referenced relates to the technical services described herein; (2) company profile to include number of employees, annual revenue history, office locations, DUNs number, etc.; (3) resources available such as corporate management and currently employed personnel to be assigned to the project to include professional qualifications and specific experience of such personnel. Companies’ abilities to independently accomplish the above work should be highlighted. The NAICS code for this requirement is 336411, with a size standard of 1500 employees. All interested parties, including small businesses, are encouraged to respond to this synopsis.
