Description
The Federal Election Commission is seeking interested sources with recent experience in converting specifically, Peoplesoft financials (or a similar system) from version 7.5 to browser based versions (e.g., Peoplesofts v 8.4). The overall objective of this project is to provide professional assistance to the FEC in implementing version 8.8. The specific tasks of this project will include assisting with project planning, project tracking, testing, evaluation of documentation and problem resolution. Respondents note this is not a pre-solicitation notice but a notice seeking sources. THIS IS A REQUEST FOR INFORMATION ONLY!!! It is neither a Request for Proposals (RFP)/Solicitation, nor an indication that the FEC will contract for services described. There is no obligation on the part of the Government to acquire any services described. The Federal Election Commission (FEC) is a 370 Full Time Equivalent (FTE) independent regulatory agency charged with administering and enforcing the Federal Election Campaign Act (FECA) of 1975- the statute that governs the financing of Federal elections and its amendments. The FEC has four major statutory responsibilities: (1) Provide disclosure of campaign finance information, (2) Ensure that candidates, political committees, and political parties comply with the limitations, prohibitions, and disclosure requirements of the FECA, (3) Administer the certification of public funding for Presidential elections and ensure that all related expenditures comply with FECA, and (4) Serve as a clearinghouse for information on election administration. Under provisions of the Accountability of Tax Dollars Act of 2002, FEC will be audited by an independent CPA firm for the first time in FY 04 ending September 30, 2004. Therefore, the agencys financial system must comply with all federal standards and capable of producing financial statements outlined in OMB Bulletin 01-09 Form and Content of Agency Financial Statements. FEC presently uses Peoplesoft Financials, version 7.5. Modules employed include: Accounts Payable, General Ledger and Purchase Order. The FEC plans to upgrade to version 8.8 which was released by Peoplesoft in December 2003. The target date for implementation is June 1, 2004. The current appropriation (S&E only) is about $50M, over 70% of which is payroll related. The agency processes approximately 1100 purchase orders, call orders and contracts per year. The Finance Department is staffed by seven full time employees, including three accountants and four technicians. Payroll is processed by USDA?s National Finance Center. Firms that wish to respond to this notice should provide the following information: (1) A brief summary of the firms' services in response to this notice (2) A statement indicating an interest and the capability to provide the services as described, (3) Statements of relevant experience based upon the criteria listed above, (4) A technical approach to perform the services specified in this notice (5) A cost estimate of the services indicated. The cost estimate will be used for budgetary planning purposes. The Federal Election Commission is issuing the notice to industry. The Government will NOT pay for information received in response to the notice. Submitted documents will NOT be returned to those firms who provide responses to this RFI. The applicable North American Industrial Classification System code is 541512. Proprietary information will be safeguarded in accordance with applicable Government regulations. All interested parties submitting capabilities information must respond via e-mail with information on their services in sufficient technical and price detail to allow for a detailed evaluation of potential sources to the Contracting Officer, Jacquelyn Connell.
