Description
The United States Army Communications-Electronic Command (CECOM) intends to award a five-year Firm-Fixed-Price (FFP), Indefinite Delivery Indefinite Quantity (IDIQ) contract on a sole source basis to Laguna Industries, Incorporated (LII). Authority for Other Than Full and Open Competition is 10 U.S.C. 2304 ( c ) (1) and FAR 6.302-1, Only One Responsible Source. The proposed action is for the procurement of up to 426 High Speed, High Mobility Digital Group Multiplexer Assemblages (HMDAs) to support th e AN/TTC-56 Single Shelter Switch (SSS) program and other potential users. The High Speed, HMDAs are composed of the AN/TRC-173C, AN/TRC-174C and AN/TRC-175C. The three types of High Speed HMDAs are downsized, high transmission rate, highly mobile, trans mission system assemblages required to provide line of sight (LOS) transmission capabilities for the SSS. One HMDA type, the AN/TRC-175C, will also have a Beyond LOS (BLOS) capability. Delivery orders will be placed on a FFP basis for hardware, and on a T ime and Materials (T&M) basis for services to include field support services, interim contractor support, field service representative support and new equipment training. These High Speed HMDAs use Non-Developmental Items (NDIs) and Commercial-Off-The-She lf (COTS) communications equipment. A contract award is needed by 30 June 2004 to meet Headquarters, Department of the Army (HQDA) requirements to provide HMDAs in support of Operation Iraqi Freedom (OIF). The Government does not possess a drawing packa ge. Please note that numbered note 22 applies to this procurement.
