Description
The Centers for Medicare and Medicaid Services (CMS) intends to award on a sole source basis, under the Simplified Acquisitions Procedures, a firm fixed/time and material award to Academy Health, 1801 K Street, NW, Suite 701-L, Washington, DC 20006 for the Chronically Ill Medicare Beneficiary Research, Data, Demonstration Strategy. The purpose of this contract is to provide expert technical assistance in a meeting with researchers, health plan officials, and clinicians to fulfill the statutory mandate for consultations in section 723© of the Medicare Prescription Drug, Modernization, and Improvement Act. The contractor shall also prepare a model background briefing book, and paper, suitable for public release, regarding the consultation meeting. The contractor should have knowledge of CMS data systems, chronic disease demonstrations, chronic disease research and issues surrounding improving the care of the chronically ill Medicare population. Academy Health is the nation’s foremost membership organization of health services researchers, economists, and clinicians. The Academy sponsors original research through grants from a variety of foundations including the Health Care Financing and Organization grant from the Robert Wood Johnson Foundation and sponsors annual meetings such as the Health Policy Conference in January in Washington DC where the nation’s leading health policymakers gather to discuss the annual health agenda facing the Congress as well as an annual research meeting where the nation’s foremost health services researchers gather to discuss the most recent research findings. Academy Health convenes meetings on policy relevant topics with nationally recognized experts in the fields of health services research, health plan data experts, and clinicians on a regular basis. They have a national reputation for bringing relevant information to bear on key health policy topics in an objective manner. Academy Health staff have expertise in designing, conducting, and evaluating CMS demonstrations generally and specifically those focused on chronically ill Medicare beneficiaries. Academy Health staff have expertise in designing CMS demonstrations to both improve the quality of care for the chronically ill Medicare population as well as reducing the cost of that care. There have been numerous studies showing the burden of chronic illness on the elderly, the gaps in coordination of care for the chronically ill, and best practices in the private sector in terms of disease and case management. The CMS demonstrations’ program draws upon this literature and is seeking to translate these successes to the Medicare program. Academy Health staff have expertise working with a number of outside researchers, clinicians, and health plan data experts in developing CMS demonstration programs. This project requires the convening of nationally respected experts in the fields of health policy research, health data, and clinical care of the chronically ill Medicare population. Academy Health is the premier health policy/research organization and convenes meetings of the type requested here on an ongoing basis. Academy Health maintains an active roster of specialists in fields such as health services research, clinicians, economists and others with expertise in the care of the chronically ill. Academy Health would plan the technical aspects of the meeting providing advice on: who to invite, how to structure the agenda, produce background briefing books and send them to invitees in advance, facilitate the meeting, prepare a publicly releasable report on the meeting that would include highlights of the presentations, discussion, and recommendations.
