- Description
- The Philippines faces significant challenges in managing its diverse and valuable natural resources, which support the lives and livelihoods of the Filipino people. During the last 50 years, the country’s natural resource base has been severely degraded due to overfishing, destructive fishing practices, illegal logging and conversion of natural forests. Similarly, only a small percentage of the country’s solid waste is collected, and only 3 sanitary landfills exist today. Heavily polluted water has severely affected environmental quality and public health; close to 31% of reported illnesses during 1996-2000 were related to water-borne disease. This situation is ultimately a result of ineffective governance which, in turn, results in de facto open access to natural resources. Open access allows exploitation of resources, corruption and conflict that perpetuates poverty and marginalization of communities, particularly those most directly dependent upon the natural resource base. Designed to conserve biological diversity by addressing open access and mitigating natural resource-based conflicts in priority ecoregions, the Environmental Governance Phase 2 (EcoGov2) Project will strengthen the capacities of the Department of Environment and Natural Resources (DENR), local government units (LGUs) and local institutions to sustainably manage forest, coastal-marine and water resources and promote integrated solid waste management by LGUs, through effective governance. This will also include reviewing and recommending for adoption policies on improved environmental governance, assisting local institutions to mobilize financial resources to implement environmental management projects, enhancing capacity of local and national bodies to enforce environmental laws and strengthening institutions to generate greater political will to support better environmental governance. This Project will build on the experience and results of the current EcoGov Project, and transition from planning and training to implementation. The Project will be implemented in conflict affected areas of the country, with a focus on biologically important ecoregions of Western and Southern Mindanao, Central Visayas, and northern Luzon. Targeted to begin on or before October 1, 2004, the contract to support the implementation of the EcoGov2 Project will have a base of five years with an option to extend for two years. By the seventh year, EcoGov 2 Project would have assisted 100 government institutions in meeting good environmental governance benchmark index, placed 300,000 hectares of forest cover and 5,114 hectares of coastal areas under improved management, established 160 marine sanctuaries covering 4,185 hectares, strengthened the management of 75 marine sanctuaries covering 975 hectares, increased to 25% recycling and composting rates in 100 LGUs and supported 26 LGUs to invest in sanitation facilities. USAID anticipates awarding a cost-reimbursable completion contract beginning on October 1, 2004 for the base of five years and the option of two years.
