- NASA/JSC has a requirement for the 1) manufacture of one clinical lot of Scopolamine Hydrobronide Gel at a strength of 0.2 mg/01.g; 2) manufacture of one clinical lot of Scopolamine Hydrobromide Gel at a strength of 0.1mg/0.1g; 3) Quality Control testing of two clinical lots which include Appearance, pH, Viscosity, Scopolamine label claim and Microbial limits per lot, quantity 2. NASA/JSC intends to purchase the items from Nastech Pharmaceutical Company, Inc. The Pharmacotherapeutics Laboratory has previously developed an intranasal formulation of scopolamine as a novel delivery system for this important motion sickness mediation. The technology for this delivery system was outlicensed to Nastech Pharmaceuticals and the company has maintained an active Investigation New Drug application with the Food & Drug Administration. The products for manufacture are custom manufactured preparation. Nastech is the developer and has ownership of IND rights from the Food and Drug Administration. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on March 15, 2004. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
