- Description
- The National Archives and Records Administration (NARA) intends to issue a Request for Quotation (RFQ) in a negotiated procurement for a Service Provider for the operation of the Child Care Center located at The Archives II facility at 8601 Adelphi Road, College Park, Maryland. The Child Care Center operations, staff, supplies, snacks, etc., must be financially self-supporting from Child Care Center generated funds via student tuitions paid to the Service Provider. The facility along with its maintenance and care shall be furnished by the Government. The Service Provider must ensure that the focus of the Child Care Center is on the development of the children's (44 child capacity) self-esteem and other appropriate development goals for each age group outlined in this contract. The Service Provider must ensure that the Child Care Center programs meet the developmentally appropriate practices established by the National Academy of Early Childhood Programs. During Center operation, daily activity schedules and menus (snacks only) must be posted in each classroom. The Service Provider must conduct a continuous quality control program to measure performance of staff and of the program itself. The Child Care Center program should include, but is not limited to: a. Promoting the cognitive, social, emotional, and physical development of children; b. Promoting the positive self-esteem of children; c. Encouraging non-sexist, non-stereotyping attitudes; d. Encouraging parental involvement; and e. Supporting and respecting family cultures. Minimum operating hours must be from 7:00 AM to 6:30 PM Monday - Friday. The Center is not open on weekends, Federal holidays, when Archives II is officially closed for other reasons, or when security precautions prohibit opening of the Center. The contract awarded as a result of this RFQ will be a No-cost contract. Offerors will propose tuition rates that will sufficiently cover all costs associated with operation of the Child Crae Center. The Term of the contract will be for a Base Period of twenty-four (24) months plus eight (8) twelve (12) month Option Periods. All responsible business sources may submit a proposal that will be considered by NARA. Copies of the RFQ, which will be available on or about March 18, 2004 may be obtained through the Federal Business Opportunities (FedBizOpps) web site at www.fedbizopps.gov. It is the Offeror’s responsibility to monitor this site for the release of the solicitation and amendments, if any. All Contractors interested in receiving notification of updates/amendments to the solicitation posted on FedBizOpps are urged to enroll on the web site mailing list for this acquisition. Those Contractors enrolled will be notified automatically of any changes made to the RFQ through their e-mail addresses. No telephone or fax RFQ request will be accepted. *****
