Description
This procurement is a Small Business Set-Aside. All responsible Small Business Concerns may submit an offer, which shall be considered by the U.S. Coast Guard. The U.S. Coast Guard decided not to set aside this acquisition for HUBZone concerns since the requirements of the HUBZone sources sought synopsis (Reference Number DDCHEYENNE, posted February 10, 2004) were not met. The solicitation will be issued electronically on the FEDBIZOPPS web page on or about March 24, 2004, at http://www/eps/gov/. Please sign up for the Auto Notification Service to receive e-mail from FEDBIZOPPS when an action is taken under this solicitation. THIS COMMERCIAL ITEM REQUIREMENT IS SET-ASIDE FOR SMALL BUSINESS CONCERNS AND WILL BE EVALUATED USING PAST PERFORMANCE AS THE MOST IMPORTANT EVALUATION FACTOR. The USCGC CHEYENNE’s homeport is located in St Louis, MO. The vessel is a 75 Foot river Buoy tender and 100 Ft Barge. Vessel's availability schedule is for fifty-four (54) calendar days starting July 12, 2004. The place of performance will be at the contractor's facility within the geographically restricted area. This vessel is geographically restricted to the Western Rivers of the United States. The Western Rivers means the navigable portions of the Mississippi River and its tributaries above mile 0 of the lower Mississippi River. Navigable tributaries of the Mississippi River include only the waterways within the area of jurisdiction of Coast Guard Aids to navigation Facilities as described in Light List Volume V (COMDTINST M16502.5), and the Tennessee-Tombigbee Waterways to the mouth of the Mobile River. This includes protected portions of the Intra Coastal Waterway connected to the “Western Rivers,” but specially excluded unprotected or open waters such as Mobile Bay, Lake Borgne, and the Gulf of Mexico. Provide all labor, material and equipment necessary to drydock and repair the USCGC CHEYENNE (WLR-75405) including but not limited to the following Base and Option items: (1) Welding Repairs; (2) Remove, Inspect, and Reinstall Propeller Shafts; (3) Remove, Inspect, and Reinstall Intermediate Shafts; (4) Straighten Shaft; (5) Renew Water Lubricated Shaft Bearings; (6) Renew Propeller Shaft Sleeves; (7) Renew Shaft Strut barrel; (8) Remove, Inspect, and Reinstall Propellers; (9) Perform Minor repair and Reconditioning or Propeller; (10) Clean, Inspect, and Test Grid Coolers; (11) Clean Shipboard Ventilation Systems; (12) Overhaul and Renew Valves; (13) Remove, Inspect, and Reinstall Rudder Assembly; (14) Rebuild Rudder Stock; (15) Renew Rudder Lower Bearing Trunk; (16) Renew Tender Towing Knees; (17) Preserve Spud and Spud Well on Tender and Barge; (18) Inspect Various Deck Fittings; (19) Preserve Barge Buoy Deck; (20) Preserve Underwater Body of Barge and Tender; (21) Draft Mark Paining – Barge and Tender; (22) Preserve Barge Freeboard; (23) Provide Temporary Messing, Berthing and Logistics; (24) Routine Drydocking of Barge and Tender; (25) Renew Transverse and Longitudinal Framing; (26) Protect the Hydraulic Aton Crane; (27) Preserve Bilge Surface in Shaft Alley; (28) GFP Report and Laydays in accordance with the solicitation. Trained welders, who have been certified by the applicable regulatory code performance qualification procedures, shall accomplish all welding and brazing. All reference documents are available for viewing at 300 East Main Street, Suite 600, Norfolk, VA 23510-9102. Drawings are now available on CD-ROM. The CD-ROM sets are available for all cutters and will be provided free of charge to contractors upon request. The CD-ROM(s) contain WINDOWS compliant raster/vector formats (e.g.*.TIF, *.TIF (group4), *.DWG, and *.DWF, etc.). Drawings are still available in hardcopy; however, a non-refundable charge of $150.00 is required in the form of a certified check or money order made payable to the U. S. Coast Guard, MLCA, for each set of requested drawings. Requests for U.S. Coast Guard specification referenced drawings (CD or hardcopy) must be made within ten (10) days from the solicitation issuance date. This notice is for information purposes for Minority, Women-owned, and Disadvantaged Business Enterprises (DBEs): The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization (OSDBU) has a program to assist minority, women-owned and disadvantaged business enterprises to acquire short-term working capital assistance for transportation-related contracts. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000.
