Description
The Department of the Treasury (Treasury) will issue a Request for Proposal (RFP) on or about March 23, 2004 to solicit proposals for the research and development of an X-ray imaging device capable of indicating concealed U.S. Treasury Notes (currency). X-ray technology is the most developed of all the physics-based technologies currently available, and various X-ray imaging systems are already currently being used by Customs as anomaly detectors. The contractor shall be required to analyze and quantify the elemental content of selected currency notes. The contractor shall be required to identify a set of currency-specific elements to be used for X-ray imaging detection of currency. The contractor shall use a commercial-off-the-shelf (COTS) X-ray imaging system currently being used by Customs to evaluate the system’s ability to detect concealed currency based on imaging the identified set of currency-specific elements. As necessary, the most promising COTS device shall be modified to improve its bulk currency detection capability based on imaging the set of previously identified currency-specific elements that will be spatially co-located. Interested parties may request the RFP from the Contracting Officer, John A. Palmieri, through email requests at john.palmieri@do.treas.gov. The Request for Proposals will be released on or about March 23, 2004. A pre-proposal conference will be conducted on or about April 6, 2004. The time and place for the conference will be announced in the RFP. Questions and/or clarification requests related to the RFP shall be submitted to the Contracting Officer by email at john.palmieri@do.treas.gov by March 31, 2004 and will be addressed at the pre-proposal conference. Treasury will use the questions and clarification requests to determine if changes to the RFP will be necessary. Proposals shall be required on or about May 4, 2004.
