- Description
- NASA GSFC has a requirement for extension of the framework in developing a mission analysis tool designed to provide prototyping and mission planning support for missions that fly multiple spacecraft in a variety of orbital regimes. The extension will cover capabilities that are needed to support actual mission design: Develop C++ implementations and integrate features into GMAT; Extend GMAT to interface with MATLAB; Design and implement subsystems and integrate capabilities into GMAT; Support the integration of the above components into the system and additional support as requested. The final version of the data and computer software is to be delivered meeting all requirements and with unlimited rights. No limited rights data or restricted computer software will be accepted for delivery. FAR 52.227-11, FAR 52.227-14, NFS 1852.227-14 FAR52.227-17 Special Works apply to this contract. NASA/GSFC intends to purchase the items from Thinking Systems, Inc., Carpinteria, CA. Thinking Systems, Inc. is the only contractor with detailed knowledge of the GMAT system, the system design and how the components interact. The Authority is 10 U.S.C. 2304(c)(1), Only One Responsible Source. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on March 23, 2004. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
