- NASA/MSFC has a requirement for Microwave Nondestructive Evaluation (NDE) Laboratory Equipment consisting of a network analyzer to 110 GHz, with upgrade capability to 325 GHz, an equipment rack, dielectric probes, material measurement software, coax/waveguide hardware, calibration kits from DC to 67 GHz, training course on the basic operation and theory of the Performance Network Analyzer (PNA), and 220-325 GHz Test Set Modules. NASA/MSFC intends to purchase the items from Agilent Technologies, Inc. (formerly Hewlett Packard) pursuant to FAR 6.203-1, which implements the authority for 10 U.S.C. 2304(c)(1) for acquisition of supplies or services from only one responsible source and no other supplies or services will satisfy Agency requirements. Aligent Technologies, Inc., is the only known U.S. source of a network analyzer which is able to support banded millimeter-wave modules extending the frequency range up to 325 GHz. The dielectric probes and material measurement software used by Agilent Technologies, Inc., are considered proprietary; therefore, unique software development for this network analyzer by another source is not available. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on March 11, 2004. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
