Description
NA THIS IS A SOURCES SOUGHT SYNOPSIS FOR WRITTEN INFORMATION ONLY. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. In preparation for a future procurement, the Environmental Protection Agency (EPA) is performing a "market research" to determine potential sources that are small businesses. This requirement seeks contract support for OWM's program responsibilities under the Clean Water Act and the Safe Drinking Water Act (SDWA). Specifically included are support to: the National Pollutant Discharge Elimination System (NPDES) [municipal and industrial treatment facilities as well as focus on discharges from storm water, sewer system overflows, and discharges from animal feeding operations]; Clean Water Act Section 316 [cooling water intake]; the National Pretreatment Program; the Clean Water Act State Revolving Loan Fund; the Safe Drinking Water Act State Revolving Fund and the National Biosolids Program. Tasks anticipated in this procurement include: 1) Program Development, Implementation and Oversight to consist of contract support that typically includes collecting, complying and analyzing data and information. Outputs will consists of program audits and evaluations, impact and benefit analyses, recommendation and option papers, reports and special studies. The majority of the work in this section requires the efforts of experienced senior level scientists, engineers and analysts; 2) Regulatory, Policy, Strategy and Guidance Development to include compiling and analyzing data and information and developing options and recommendations for EPA's consideration. The majority of the work in this section requires the efforts of experienced senior level scientists, engineers and analysts; 3) Support for NPDES Permit Development to include reviewing permit applications for consistency with federal requirements, conducting statistical analyses, preparing draft permits and supporting documents, monitoring permit compliance and conducting permit writers' guidance and training. The majority of these efforts will require mid-level scientists, engineers and analysts; 4) Information and Data Management to include the development of innovative tools and applications for managing the large volume of data and information that will be generated. The work in this area is an integral component of the technical activities outlined in tasks 1 through 3 above; therefore, program knowledge and experience are prerequisites; and 5) Outreach and Communications to include web site design, enhancement and maintenance, logistics assistance for meetings, workshops and conferences, and document quality enhancement. Tasks 4 and 5 are incidental to the overall requirement. To be considered a potential source, a firm must demonstrate they have the necessary labor mix and capacity, materials, equipment and facilities to support the effort as delineated above. ANY INTERESTED FIRM should submit a capability statement which demonstrates the firm's ability to perform the key requirements described above and should address the following areas (no more than 8 pages at no less than 10 font): 1) corporate experience in performing tasks equivalent in nature to the ones outlined above in support of federal environmental programs similar in scope and purpose to the NPDES program; 2) qualifications (education, knowledge and experience) of proposed project personnel specific to the NPDES program in the areas outlined in the above Tasks 1 through 3, or explain how the relevance of the experience of your personnel relates to the NPDES program; and 3) provide your corporate capability to perform on a requirement of approximately 93,000 professional hours annually, and to manage contracts with multiple tasks and subcontractors; 4) provide recent and relevant experience managing Government cost type contracts of this magnitude; 5) specifically for tasks 1 - 3 provide information if you plan to subcontract any one or all of the three tasks; and 6) firm must comply with FAR Clause 52.219-14, "Limitations on Subcontracting". It is anticipated that a performance based, cost plus fixed fee/level-of-effort contract will result from the award of this solicitation. The estimated period of performance will consist of one 12-month base period, with two 24-month option periods. The Government anticipates a maximum level of effort of 93,000 direct labor hours for the first 12-month period of performance. The estimated maximum potential level of effort for this contract is 465,000 professional labor hours over 60 months (5-years). The agency anticipates that there will be no changes in the Conflict of Interest requirements that have been used in the past for these continuing requirements, which state that during the life of the contract, the contractor will be prohibited from aiding or serving any entity in efforts to overturn or circumvent water-related limitations, standards, and criteria set by EPA or States. The applicable NAICS code is 541611 with a size standard of $6 Million. ANY INTERESTED FIRM should submit a capability statement (in accordance with the above criteria) which should provide their size status for the above referenced NAICS code, (i.e. large, small) and whether or not they are a certified Hubzone, 8(a), women-owned, small disadvantaged and/or disabled veteran owned concern. Standard company brochures will not be considered a sufficient response to this Sources Sought Synopsis. The EPA reserves the right to set these actions aside for small businesses.
