- NA THIS IS A SOURCES SOUGHT SYNOPSIS FOR WRITTEN INFORMATION ONLY. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. In preparation for a future procurement, the Environmental Protection Agency (EPA) is performing a "market research" to determine potential sources that are small businesses. THE AGENCY SEEKS TO ASSESS THE UNIVERSE OF SMALL BUSINESS FIRMS WITH EXPERIENCE SPECIFIC TO THE NPDES PERMIT PROCESS. In preparation for a future procurement, the Environmental Protection Agency (EPA) is performing a "market research" to determine potential sources that are small businesses for effort that will focus on the development and issuance of new and expiring permits. The Contractor will be required to support EPA and state permitting efforts. ANY INTERESTED FIRM should submit a capability statement which demonstrates the firm's ability to perform the key requirements and should address the following areas (no more than 5 pages at no less than 10 font): 1) recent (past 5-years) corporate experience reviewing and evaluating NPDES permit and permit variance applications, preparing draft permits packages for municipal and non municipal facilities, and developing general, model and watershed based permits, 2) demonstrate a thorough understanding of EPA water quality standards, modeling, effluent guidelines, toxicity evaluations, secondary treatment and monitoring, 3) qualifications (education, knowledge and experience) of personnel specific to the NPDES permit process, or explain how the relevance of the experience of your personnel relates to the NPDES program, 4) Information and Data Management to include the development of innovative tools and applications for managing permit data, and 5) Outreach and Communications to include, distribution of permit information to stakeholders and industry and logistics assistance for public hearings, meetings, workshops and conferences. Items 1 through 3 above are integral to the overall technical requirement, and items 4 and 5 are incidental components. It is anticipated that a performance based, cost plus fixed fee/level-of-effort contract will result from the award of this solicitation. The estimated period of performance will consist of one 12 month base period, with two 24-month option periods. The Government anticipates a maximum level of effort of 25,000 direct labor hours for the first 12-month period of performance. The estimated maximum potential level of effort for this contract is 125,000 professional labor hours over 60 months (5 years). The agency anticipates that there will be no changes in the Conflict of Interest requirements that have been used in the past for these continuing requirements, which state that during the life of the contract, the contractor will be prohibited from aiding or serving any entity in efforts to overturn or circumvent water-related limitations, standards, and criteria set by EPA or States. The applicable NAICS code is 541611 with a size standard of $6 Million. ANY INTERESTED FIRM should submit a capability statement (in accordance with the above criteria) which should provide their size status for the above referenced NAICS code, (i.e. large, small) and whether or not they are a certified Hubzone, 8(a), women-owned, small disadvantaged and/or disabled veteran owned concern. Standard company brochures will not be considered a sufficient response to this Sources Sought Synopsis. The EPA reserves the right to set these actions aside for small businesses.
