- NA FISH AND WILDLIFE SERVICE (FWS) COMPETITIVE SOURCING REQUEST FOR INFORMATION (RFI) BACKGROUND: The Fish and Wildlife Service, a bureau of the Department of the Interior, is planning nationwide public-private competitions for the selected functions of Animal Caretakers and Biological Science Technicians, as identified in the FWS Competitive Sourcing Plan (Fiscal Year 2004). The Animal Caretaker competition is comprised of approximately 90 FTE, including full-time, part-time, seasonal, and intermittent employees. The Biological Science Technician competition is comprised of approximately 450 FTE, including full-time, part-time, seasonal, and intermittent employees. The activities under study include: " Animal Caretakers (Series WG-5048): This occupation includes work that involves providing care for mammals, reptiles, birds, and fish. The work requires knowledge of the animals' characteristics, needs, and behavior, and skill in observing, handling, and controlling them in both indoor and outdoor settings. The work also involves knowledge of general maintenance procedures and the ability to operate related equipment. " Biological Science Technicians (Series GS-404): Biological science technicians provide practical technical support to production, research, operations, or program administration efforts in laboratories, field, or other settings including greenhouses, barns, fish hatcheries, and wildlife refuges. This work requires knowledge of laboratory procedures and data collection; understanding of wildlife biology, botany, and wildlife management terminology; and skills in operating and maintaining motorized vehicles. The work also requires the ability to communicate verbally with the public. These competitions will follow the guidelines prescribed by the Office of Management and Budget (OMB) Circular A-76. SITES AND REGIONS: The Fish and Wildlife Service encompasses eight regions in the United States, including the Virgin Islands and Puerto Rico. The eight regions are Pacific (Region 1), Southwest (Region 2), Midwest (Region 3), Southeast (Region 4), Northeast (Region 5), Mountain-Prairie (Region 6), Alaska (Region 7), and Headquarters (Region 9). The Biological Science Technician activities are performed at a large number of widely dispersed sites in all of the regions. The Animal Caretaker activities are performed at widely dispersed sites only in the Pacific, Midwest, Southeast and Northeast regions.
