- Description
- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation No. 5114-4-0003 is being issued as a Request for Proposals (RFP). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-20. The NAICS code applicable to this acquisition is 339111. For a company to qualify as a small business, the small business standard is 500 employees. The USDA, Agricultural Research Service, National Center for Agricultural Utilization Research, (NCAUR), Peoria, IL, has a requirement/need for an EHL ultra thin film measurement system. This computer controlled instrument needs to measure lubricant film thickness down to 1nm with a precision of +/- 1 nm. Traction coefficient needs be measured at any slide/roll ratio from pure rolling up to 100%. The instrument must measure the lubricant properties in the contact formed between a steel ball and a rotating glass or steel disk. The contact pressures and shear rate in this contact are similar to those found in for example, gears, rolling element bearings, and cams. The system must include a windows based software which controls all of the system functions for both film and traction measurements such as temperature control, load control, motor speeds, image acquisition and processing, traction force measurement, data display and storage. CLIN No. 1 - EHL instrument system which should include optical equipment, spectrometer, absolute position encoder, CCD camera, IBM compatibel PC running Windows based software controlling all system parameters (Quantity 1 system). CLIN No. 2 - Silica spacer layer glass disc for ultra thing film interferometry (Quantity 3 each). CLIN No. 3 - Plain chromium coated glass disc for spectral response calibration and conventional interferometry (Quantity 1 each). CLIN No. 4 - AISI 52100 precision super finish balls for film thickness measurement (Quantity 20 each). CLIN No. 5 - Steel disc for traction measurements (Quantity 3 each). CLIN No. 6 - Drilled AISI 52100 precision super finish balls for traction coefficient measurement (Quantity 20 each). CLIN No. 7 - Spherical roller carriage for observation of elliptical contact (Quantity 1 each). CLIN No. 8 - Super finish spherical rollers for elliptical contact observation (Quantity 5 each). CLIN No. 9 - Additional beam splitter, camera adapter, video camera and color monitor (Quantity 1 each). CLIN No. 10 - FOB Destination Peoria, IL. CLIN No. 11 - Installation and training. SALIENT CHARACTERISTICS: the thin film measurement system must meet or include these minimum requirements: (1) Friction surfaces: independently driven 3/4 inch steel ball 100 mm diameter glass and steel disks. (2) Film thickness: 1 to approx. 1000nm, +/= 1 nm. (3) Speed: 0 to 5 m/s. (4) Slide/roll ratio: 0 to 100%. (5) Load: 0 to 50 N. (6) Contact pressure: Max 1.1 GPa (steel disc), 0.7 GPa (glass disc). (7) Temperature: Ambient to 150 degrees C. (8) Software: Must be able to control all of the system functions, data acquisition, display, processing and storage. (9) Accessories: Must include items for system calibration and switching between measurement modes. DESCRIPTIVE LITERATURE: Offerors shall submit 2 copies of the Descriptive Literature describing their proposed equipment in enough detail to ascertain whether the equipment meets the criteria listed above. REJECTION OF QUOTATION: Failure to demonstrate compliance will be cause to reject the quotation without further discussions. All responsible sources may submit an offer which will be considered. References must have received the proposed equipment within the last three (3) calendar years (Government references preferred but will accept commercial references). References shall be provided for the product proposed, and 4) Offerors shall include a completed copy of the provision FAR 52.212-3 OFFEROR REPRESENTATIONS AND CERTIFICATIONS - COMMERCIAL ITEMS, with this offer; a copy of this provision may be obtained at http://www.arnet.gov/far/loadmainre.html. DELIVERY TO: USDA-ARS, NCAUR, Peoria, IL 61604. PROPOSED PRICE MUST INCLUDE any freight or shipping, as well as any applicable duties, brokerage, or customs fees. DELIVERY DATE DUE: The Government requires delivery on or before June 25, however, each offeror shall include their proposed delivery schedule as part of their quotation.
