- DITCO-PAC is issuing inquiry/quote/orders for the procurement of Defense Information Systems Network (DISN) Transoceanic Optical Transport - Pacific (TOT-P) facilities to support Department of Defense (DOD) users primarily in Pacific Outside the Continental United States (OCONUS) locations with some CONUS locations. It will require the contractor to provide the government with end-to-end assured diverse and protected OC-3c through OC-192c indefeasible right of use (IRU) capital leased trunks between the Government Furnished Equipment (GFE)/Vendor provided fiber distribution panels for locations in the CONUS and Pacific OCONUS and the GFE/Vendor provided fiber distribution panels in the Pacific theatre. Each DISN TOT-P protected circuit at data rates of OC-3c, OC-12c, OC-48c and OC-192c, when specified with End-to-End Assured Diversity in the Telecommunications Request (TR), shall be provided with complete physical diversity (facilities and route avoidance) end-to-end. Additionally, each protected OC-3c through OC-192c shall be provided with complete physical diversity (facilities and route avoidance) from all other circuits or systems identified in the Telecommunications Request (TR). The Government anticipates soliciting I/Q/Os for eleven separate TRs but will stipulate awards of grouped TRs be made to a single prime vendor to ensure end-to-end physical diversity requirements are satisfied. The DITCO Inquiry/Quote/Order (I/Q/O) process (formally known as the DISA Acquisition Bulletin Board System (DABBS)) will be used to contract for the TOT-P requirements. The TOT-P Performance Work Statement (PWS) and I/Q/Os are anticipated for release on/or about 26 March 2004 and will be posted to the DITCO Contracting Opportunities Web page.
