Description
The Food and Drug Administration intends to award a non-competitive, sole source contract to Harvard University, School of Public Health to carry out and institutionalize the FDA’s curriculum concept for Indian Country Environmental Hazard Assessment Training Project (ICEHAP). Through this buy-in FDA seeks to promote ICEHAP and encourage full participation by the Tribes and Tribal Colleges and Universities. Harvard University will conduct six courses over three academic years to introduce participants to the following concepts: environmental and public health issues in Indian Country, environmental and occupational health and safety hazards, hazard control measures, toxicology, hazard identification, occupational and environmental protection laws and regulations, on-site surveying, Brownfield identification and assessment, biological hazard assessment, contractors and work plan development, FDA’s community-based environmental problem solving model, grant writing, and emergency preparedness. Course topics shall include: fish contamination, pesticide use, radon, lead paint, asbestos, contaminated groundwater or drinking water supplies, open pit dumps, stockpiled hazardous waste, abandoned and potentially contaminated federal and tribal properties, hazardous materials use in industry, hazardous materials stored in tanks, and emergency readiness. The course shall provide participants with the knowledge, skills and abilities to recognize environmental conditions that may cause harm to tribal community health; understand current U.S. occupational health and safety and environmental protection laws; write tribal ordinances, work-plans, and grant proposals; assess their communities to identify environmental and occupational health and safety issues of concern, and use the FDA environmental problem-solving model to identify available and potential resources for problem resolution. Harvard is an authoritative consultant on Native American economic and self-determination with American Indian Tribes through research and data. Harvard University has shown a unique capacity to provide research opportunities to Native American students and native populations to foster conditions to sustain self-determination in social and economic development among American Indian nations. Harvard has developed original curriculum concepts and approaches in which to absorb FDA’s curricula concepts for Indian Country Environmental Hazard Assessment Training such as the Four Directions Summer Research Program specifically designed for Native American students to conduct medical research; the Harvard Project on American Indian Economic Development that provides core curricula in research, advisory services, executive education and the administration of a tribal governance awards program; the Harvard University Native American Program that brings together Native American students and others from the Harvard community to advance the well being of indigenous peoples through self-determination, academic achievement and community service. In its activities, Harvard University has shown a unique capacity to provide research opportunities to Native American students and foster the conditions under which continued self-determined social and economic development is achieved among American Indian nations. In accordance with FAR 6.302-1(d)(2) other parties interested in and capable of performing this work shall submit their capability statement on or before March 22, 2004, 3:30pm EST. The resultant contract will have a performance period of three years. The NAICS is 611430.
