Description
STATEMENT OF WORK SECTION 1 (GENERAL) 1.1 PURPOSE 1.1.1 To provide lodging in fully furnished, extended stay (corporate) housing locations for authorized National Guard personnel assigned to the 162d Fighter Wing. 1.1.2 In accordance with AFI 34-246; ANGI 34-246, Sup 1; AFMAN 34-247; AFMAN 34-247, ANGI Sup 1 and National Fire Protection Association (NFPA) Code 101. These publications can be requested from the Contracting Officer or the Quality Assurance Evaluator. 1.1.3 To provide lodging in locations historically absent of crime and security threats. This is determined by using a grid report provided by the Tucson Police Department. Approximate grid size is within a one block area of address provided. All calls for a 1-year period are evaluated and grids with less than a 200 per year call rate (excluding traffic stops and victimless calls) are considered to be historically absent of crime. 1.2 LOCATION 1.2.1 Contract housing must be within close commuting distance (not to exceed 4 miles driving distance) of the Arizona Air National Guard (1500 E. Valencia Rd.) at Tucson International Airport. 1.3 REQUIREMENTS 1.3.1 The 162d Fighter Wing will require approximately 21 one-bedroom apartments per month for 12 months. Units must be provided at one site to maximize crew billeting integrity for security and transportation. 1.3.2 The Contractor shall furnish all labor, equipment, and material required to operate and maintain each room and common area used under this contract. Standard commercial practices are required under this contract. 1.3.3 The Contractor shall comply with the standards of this contract, local, state, and Federal health and safety laws and regulations governing multiple residence facilities. Where the standards and laws or regulations conflict, or appear to conflict, t he Contractor shall comply with the standards or laws providing the strongest element of health, safety, or comfort, as determined by the Contracting Officer. SECTION 2 (CONTRACTOR FURNISHED ITEMS) 2.1 ROOM 2.1.1 Each single occupancy unit will have at minimum a bed, a living area, a bathroom, and a kitchen/kitchenette. Not more than one person will be assigned to each single unit. 2.2 FACILITIES AND APPEARANCE STANDARDS 2.2.1 Rooms and bathroom facilities will be constructed and finished to provide the proper degree of light reflectance and sound abatement. An operative light will be provided over each bathroom sink. An electrical wall receptacle (GFI preferred) in the immediate area of the sink must allow the use of electric razors, hair dryers, etc. 2.2.2 Quarters will be heated, air-conditioned, and ventilated to the extent necessary to maintain proper health, safety and comfort standards as established by current energy conservation guidelines (68 degrees or more for heating, 75 degrees or less for cooling). All units will have individual heating/cooling controls for occupant(s) adjustment within the unit. 2.2.3 All hardware, including hinges, knobs, chains, fans, sliding doors and the like, shall be in good working condition. 2.2.4 All electrical equipment, switches and plugs must be in good repair. 2.2.5 All entrance doors shall have deadbolt locks. All windows will have a locking device (sticks and items foreign to window construction are not acceptable). All doors will have sufficient weather stripping to prevent light penetration. 2.2.6 All structural components of the facilities, including plumbing, electrical, heating and cooling systems, shall be maintained in accordance with all local and state building, safety and fire codes. Each unit will have the required number of operativ e smoke detector and/or operative heat sensitive sprinkler system. 2.2.7 Bedroom windows will have blackout capability or adequate light reduction for day sleepers. 2.2.8 All floors in living/sleeping areas will be carpeted. 2.2.9 Walls will be painted or have wall coverings that present a pleasant environment. 2.2.10 All kitchen\kitchenette, bathrooms floors will be tiled or covered with a similar surface. 2.3 HOUSEKEEPING / CUSTODIAL STANDARDS 2.3.1 INITIAL AT MOVE IN 2.3.1.1 Carpeting must be clean and free of dirt, lint, cuts, tears, stains, cigarette burns, and smudges. The carpet must present a clean, pleasant appearance. 2.3.1.2 Paints, varnishes, or other finishes must be clean and free from damage. 2.3.1.3 Drapes, window shades, venetian blinds and window screens must be clean, in good repair and operative. 2.3.1.4 All windows will be clean, unbroken and free of insects. 2.3.1.5 Furniture, fixtures and equipment must be clean, in good repair and all surfaces shall be free from dirt, dust, cigarette burns, peeling, scars, scratches, marks, tears, chips and similar blemishes. 2.3.1.6 Trash containers will be provided (1 each bedroom, 1 each bathroom and 1 in kitchen) 2.3.1.7 All rooms, bedding and furniture will be free of insect pests, rodents and/or reptilian infestation. 2.3.1.8 Living quarters, including bathrooms, and kitchen will be free of all offensive odors (mildew, animal and human waste, etc) 2.3.2 WEEKLY SERVICE 2.3.2.1 Commodes will be cleaned and sanitized weekly. No stains, odors, or residue are allowable. 2.3.2.2 Sink/tubs/showers will be cleaned weekly. No soap scum, mineral deposits, shaving cream or toothpaste deposits are allowable. 2.3.2.3 Bathroom floors will be cleaned and sanitized weekly. Floors will be free of cracks, loose tile or grime build-up in corners and around commode. 2.3.2.4 Kitchen floors will be cleaned and sanitized weekly. Floors will be free of cracks, loose tile or grime build-up in corners and around appliances. 2.3.2.5 All rooms with carpet will be vacuumed weekly. 2.3.2.6 Dusting of all surfaces will be accomplished weekly. 2.3.2.7 All trash will be emptied at time of weekly cleaning. 2.3.3 LINEN SERVICE: Linen service shall be provided at least once per week or when occupancy changes, whichever occurs first, or as necessary due to guest personnel requirements. Linen services include, but are not limited to weekly exchange of bedding, b edmaking, and towel exchange (minimum of 7 sets of bath towels per person and 7 sets of kitchen towels per unit will be provided weekly). Additional blankets shall be clean, freshly laundered, without any objectionable odors, and in good repair, free from tears, rips, stains, and extensive wear. Pillows shall be at least six inches thick to provide support (a minimum of 2 per person). 2.4 FURNITURE, EQUIPMENT AND STORAGE 2.4.1 Furnishings and equipment must be clean and in good repair. 2.4.1.1 All units will have a 19 inch color television (minimum acceptable size). Unit must receive all local area television stations. 2.4.1.2 Radio-clock: 1 per sleeping room. 2.4.1.3 A minimum of 60 linear inches of hanging space per person (with 9 hangers) will be provided in either a closet with a door or in a dressing room. 2.4.1.4 A minimum of one desk or writing table, one desk chair and one operative desk lamp, which contains at least a 75-watt bulb, will be provided. 2.4.1.5 Mirror: 1 per sleeping room. 2.4.1.6 A minimum of one dresser or dresser/deck will be provided in each bedroom. Night stand and desk drawers are not considered adequate. Drawers will be in good operating order. 2.4.1.7 A double or larger bed will be supplied for each person. Mattresses, mattress covers and box springs are required and will be free of tears, odors, and stains. Mattresses will be firm, free of lumps and will not sag. 2.4.1.8 Minimum of 2 pillows per person will be provided made of synthetic fiberfill w/ pillowcase. Pillowcase must color coordinate w/ bed sheets. 2.4.1.9 A set of fitted and flat sheets will be provided for each bed. 2.4.1.10 Bedspread will be provided for each bed. 2.4.1.11 Bath towels/ hand towels/ washcloths will be color coordinated and ample supply will be provided per person. 2.4.1.12 Full size sofa and a loveseat or large chair will be supplied for the living area. 2.4.1.13 A coffee table and end table will be supplied in living area 2.4.1.14 A nightstand will be provided for each bed with a reading light or a light over each bed. 2.4.1.15 Ash Tray: 1 per occupant upon request. 2.4.1.16 Adequate lighting will be provided in each room to include: (a) An entry switchable light or lamp (b) A desk or writing table light (c) Night stand and reading lights (d) Bathroom light 2.4.1.17 All furniture shall be a modern type furnishing emphasizing a clean-cut, airy room decor. 2.4.2 Bathroom must be constructed to provide convenient sanitary facilities. Wash basin and shower/tub areas shall have a vanity table, a large (minimum 18”x 30”) mirror, stopper devices, soap dishes, towel bars/hooks, and grounded electrical o utlets conveniently located for use of electrical razors, hair dryers, etc. Loose, missing, or badly worn/damage wall tiles, floor tiles, fixtures or accessories are unacceptable. Bathrooms must have a working exhaust fan or an exterior window that can b e opened which must be of frosted glass or curtained to provide privacy. The shower or shower/tub combination shall have shower doors or curtains. 2.4.3 Kitchens/kitchenettes must be constructed to provide convenient sanitary facilities. Areas shall be equipped with a sink, refrigerator, microwave, hand held fire extinguisher, manual can opener, microwave-safe dishes, kitchen towels and dishcloths, and flatware/dinnerware (service of four). SECTION 3 (SPECIFIC TASKS) 3.1 ASSIGNMENT OF QUARTERS The Contracting Officer or designated representative is responsible for designating the Government personnel to occupy the contractor’s facility. 3.2 EXTRA SERVICE All extra services not specified in this statement of work, or not normally included in the room rate, shall be paid by the individual(s) requesting and receiving the extra service. 3.5 COMMON USE AREAS The contractor shall keep all hallways, corridors, grounds, and other adjacent areas under the contractor’s control in a clean, neat, and safe condition. Common use areas will be used solely by persons lodging at the facility an d will not be open to the general public. 3.6 INFORMATION SERVICES Contractor employees shall be able to explain to occupants miscellaneous charges not covered by this statement of work, for example, telephone charges. The contractor shall provide information on bus schedules, taxis, and other l ocal transportation, dining facilities and locations, and commercial telephone directory services. 3.7 LAUNDRY FACILITIES A coin-operated laundry/dry cleaning service must be available on the premises. Such facilities must be clean and in good repair at all times. 3.8 QUALITY ASSURANCE 3.8.1 Contractor agrees that an inspection of the premises may be conducted at the discretion of the Contracting Officer at any reasonable time. 3.8.2 Any discrepancy noted during an inspection will be made known to the Contractor, who will in turn acknowledge notice of the discrepancy and annotate the inspection sheet with his concurrence or nonconcurrence and make any other comments he may desire . 3.9 SECURITY Contractor will make provisions to ensure safety of Government personnel and property. Contractor will have on-site personnel 24 hours each day. Contractor will not host public events. Public events are defined as events attended primarily by persons not lodging at the facility. 3.10 PARKING Contractor shall provide parking lots/spaces at no expense to the Government or the occupant. The contractor shall provide sufficient lighting in the parking areas for occupants to see when using these areas during hours of darkness. The pa rking areas shall be designed to eliminate traffic conflicts and blind or dark corners, and promote personal safety. 3.11 UTILITIES 3.11.1 Contractor shall furnish all utilities including heating and air conditioning in season and hot and cold running water. In addition, hot water must be continuously available to all occupants. If utilities fail, due to other than a service-wide failure, for more than (4) hours, the Contracting Officer may require the contractor to relocate all guest s for which accommodations have been obtained, to another location of equal or better quality at the contractor’s expense. 3.11.2 A telephone must be furnished in each unit provided under this contract. Room occupants will personally pay for all long distance calls. 3.12 DISORDERLY CONDUCT Incidents of disorderly conduct on the part of Government personnel occupying the rental accommodations shall be reported by telephone to the Contracting Officer or designated representative. An itemized list of damages caused by personnel in the assigned rooms will be submitted to the Contracting Officer giving the occupant’s name, room number, and specifics of the incident. The Government does not assume liability for any damage caused by personnel acting outside the scope of their employment. Such damage will remain the responsibility of the individual(s) causing the damage. 3.13 NOISE 3.13.1 Contractor shall provide an environment conducive to workers of all shifts, allowing them to sleep undisturbed by inordinate noise at any time. Contractor will have personnel on site 24 hours each day to respond to any circumstances of noise. 3.13.2 Government personnel will be quartered in units sufficiently removed from common use areas to mitigate noise associated with such areas. 3.13.3 Contractor will not host public events.
