Description
This is a combined synopsis/solicitation for commercial items prepared IAW the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested and a written solicitation will not be issued. This is a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-19 and DFARs Change Notice (DCN) 20040113. Standard Industrial Classification (SIC) code is 8221 and the size standard is $6,000,000. NAICS is 611310. This acquisition is a 100% small business set aside. Simplified Acquisition Procedures (The award will be less than $100,000) will be followed. This purchase will be for one Infrared/Visible Signature Suppression (IR-103) Training Course from 6 Apr 04 to 8 Apr 04 in accordance with the following Statement of Work (SOW). 1.0 INTRODUCTION This Statement of Work (SOW) outlines the requirements for an Infrared/Visible Signature Suppression course in support of the AFFTC/EWA Engineering Assessment Division at Edwards Air Force Base, CA. 1.1 Scope The contractor shall provide selected students from the AFFTC/EWA Engineering Assessment Division, Edwards Air Force Base, CA with an Infrared/Visible Signature Suppression course to specifically provide specialized knowledge of low observable techniques for scientists and engineers. 2.0 APPLICABLE DOCUMENTS No documents apply to the required Infrared/Visible Signature Suppression course. 3.0 REQUIREMENTS 3.1 General The contractor shall provide formal training on Infrared/Visible Signature Suppression techniques and methods for scientists and engineers. The training will culminate in an understanding of these techniques and methods for scientists and engineers. The technical services provided by the contractor will include a three-day Infrared/Visible Signature Suppression course designed to satisfy the demands for engineers and scientists who require specialized knowledge of low observable techniques. Classroom academics shall be tailored to prepare the students to better perform their flight-testing duties. The course should also benefit those who already have some knowledge and experience in low observables. The objective of this course will be to present a clear and cohesive picture of infrared and visible stealth techniques, describe their limitations and integration problems, provide an assessment of their effectiveness, discuss new technologies in development, and compare the merits of signature control with other survivability techniques at Edwards Air Force Base. No formal prerequisites will be required for admission into this Infrared/Visible Signature Suppression course. However, the course will focus toward, and will more directly benefit, individuals who need specialized knowledge of low observable techniques. Familiarity with infrared techniques is assumed, such as that obtained from attending the Georgia Tech Infrared Technology and Applications four-day introductory course. However, the latter course is not a prerequisite, and one should expect to receive some benefit from the course without much prior infrared experience. The students attending the course will possess a wide range of experiences. The contractor shall lead the students and provide support for this course as necessary. The contractor shall provide a schedule consisting of dates and times when the course is offered, as well as a detailed course description, with a list of course subjects that will be covered. The Infrared/Visible Signature Suppression course shall be presented on-site at Edwards AFB, CA from 6 Apr 04 to 8 Apr 04. 3.2 Specific Course Objectives The contractor shall provide the required resources to accomplish the following course objectives: · Threat Sensor Lessons · Target Signatures · General Suppression Techniques · Sensor Signature Suppression · Multispectral Coatings · Turbine Propulsion Principles · Turbine Engine Signature Suppression · Aircraft Signature Suppression · Signature Suppression Effectiveness · Synergism With Jammers and Decoys 3.3 Course Requirements Resources The contractor shall provide the required resources to accomplish the stated course requirements. 1. The Contractor shall provide all course and training materials in hardcopy and electronic format to each student at the beginning of formal instruction. 2. The Contractor is responsible for all reproduction of students training materials, both electronic and hardcopy. 4.0 PROGRAM MANAGEMENT 4.1 Task Management The contractor shall assign a Program Manager to provide oversight for the project and to act as an interface with AFFTC. The contractor shall notify the AFFTC Contracting Officer’s Technical Representative (COTR) in a timely manner concerning any issues that would adversely impact the contractor’s inability to meet and satisfy the requirements of this SOW. 4.2 Personnel Qualifications In meeting the performance requirements of the SOW, the Contractor shall assign only appropriately skilled personnel. Personnel assigned to the project shall have training in low observable techniques and methods. Personnel shall also have hands-on experience in instruction of Infrared/Visible Signature Suppression. 4.2.1 Specific Personnel Qualifications The contractor shall have extensive experience in the planning and execution of course teachings specifically related to “Infrared/Visible Signature Suppression.” This shall include active participation in training government personnel and development activities related to the principles of Infrared/Visible Signature Suppression and the needs of the participants. The contractor will have a very well qualified staff of senior instructors who are specialists and also have practical experience in low observable techniques. 5.0 GOVERNMENT FURNISHED PROPERTY The following items will be provided as GFP: · Training site with appropriate levels of security and audio-visual equipment. · Computer facilities as required for training purposes. · On-site support services as required. 6.0 TRAVEL The contractor shall provide necessary travel for all instructors and support personnel required to conduct training in accordance with the requirements of the requesting activity. Travel shall be in accordance with Government Joint Travel Regulations. Interested parties who believe they can meet all the requirements for the Infrared/Visible Suppression Training Course described in this synopsis are invited to submit in writing complete information describing their ability to provide the required training requirement. Offerors are required to submit with their quote enough information for the Government to evaluate the minimum requirements detailed in this synopsis.
