Description
This is a Market Research, Sources Sought Synopsis seeking potential offerors capable of providing Installation Logistical Support Services, Base + 4 option years to include: (i) Supply and Services. Performance of the installation supply and services mission includes the following requirements: Operate a Class II, III Bulk, IV, V, VII, and IX Supply Support Activity (SSA) in support of the Directorate distribution, storage a nd maintenance mission; Storage operations include receipt, turn-in, store, issue, classify and ship functions for assigned material; Operate the Central Issue Facility for receipt, storage, issuance and maintenance of organizational clothing and individua l equipment; Operate an Ammunition Supply Point for receipt, storage, and issue of ammunition, ammunition components, and ammunition related material; Operate the vehicle storage facility for rolling stock (wheel and track) and selected equipment; Operate the Force Integration Deprocessing Center; receipt, store, issue, segregating and inspection of new fielding equipment for Fort Carson; Maintain a cannibalization point for the collection and eventual disposal of select retrograde assets; Operate, manage a nd maintain the Installation Property Book that includes property for the Furnishings Management Office, Reserve Component Support, and 4th Region ROTC Support; Maintain responsibilities for the data collection, data input, review and maintenance for the A rmy Food Management Information System and Prime Vendor contract and manage and operate a Field Ration Breakdown Point. In addition to processing supply Classes I, II, III, IV, V, VII, and IX, temporarily store and process hazardous material and waste, se nsitive property and low-level radioactive material. (ii) Maintenance. Performance of the installation maintenance mission requires Unit, Organizational, Direct Support, General Support, Aviation Unit/Intermediate, and limited, approved Depot Level Maintenance of equipment including combat vehicles and the systems in the vehicles; non-combat vehicles; special purpose equipment; communications and electronic equipment and systems; aircraft and systems; armament equipment and systems; small arms; metal containers; ground support equipment; material handling eq uipment; ground electrical equipment, such as generator, construction equipment; industrial plant equipment; and component repair. Allied trade responsibilities include painting; battery maintenance and repair; sheet metal work; fabrication; machining; we lding; locksmithing; wood working; etc. (iii) Transportation. Traffic management services related to the procurement of freight service from commercial for-hire transportation companies including coordination and processing of documentation for inbound and outbound material movements; customer service functions; and central receiving and shipping operations. Assistance of the installation deployment operations mission to include: conveyance, blocking, bracing, packing, crating, and tie-down of equipment. CAPABILITY STATEMENT REQUIREMENTS An interested party must be able to demonstrate, extensive experience with and ability to perform the kind of work described in this notice. Such documentation may include, but not be limited to contracts, both governmental and commercial, the offeror has performed, references, i.e., names, titles, telephone numbers, and any other information that documents the offeror’s capabilities, e.g. awards, commendations, etc. At a minimum, responses to this SOURCES SOUGHT NOTICE must contain the following inf ormation: 1) a concise summary, not to exceed 5 pages, of the contractor’s “relevant” work history; 2) references (name and contact information) for whom the contractor has performed similar work; 3) a one-page corporate summary including yo ur web site 4) an outline indicating any partnering, mentor/protégé, or subcontracting agreements that are anticipated to e xecute this contract. (Provide the same information requested above from each of the partners/subs.) Any entity responding to this SOURCES SOUGHT should ensure that its response is complete and sufficiently detailed to allow the government to determine the entity’s qualifications to perform. This is a SOURCES SOUGHT announcement only. This is not a request for proposal and in no way commits the Government to award a contract. The Government does not intend to award a contract(s) based solely on this submission to this SOURCES SOUGHT announcement nor will it pay for any costs incurred responding to this announcement. In order to minimize administrative or financial burden on any contractor, please carefully review the scope and magnitude of this project before preparing and submitting a capability statement Written capability statements must be received no later than March 19, 2004, EST.
