Description
REQUEST FOR INFORMATION. U.S. Army Research, Development and Engineering Command (RDECOM), Communications-Electronics Research Development and Engineering Center (CERDEC), Intelligence and Information Warfare Directorate (I2WD), Fort Monmouth, New Jersey, is seeking sources to submit technical information, descriptions and proposals for potential equipment for upgrading TROJAN Special Purpose Integrated Remote Intelligence Terminal (SPIRIT) satellite communications terminals. The upgrade kits are t o include state of the art SATCOM antennas and RF transmitter and receive subsystems. A preliminary set of requirements listed in the attached draft specification. (Please go to abop.monmouth.army.mil for attachment) Comments, questions, and recommendat ions are welcomed with respect to incorporating latest proven SATCOM technologies available into the specification. The existing GFE Satcom terminals are used to provide transmit and receive satellite communications in the C and Ku bands. The Contractor shall provide the required certifications for operations with commercial satellite systems as part of the Upgrade Kit program. The government has included requirements for these terminals, as an option, to operate in the X band satellite communications ba nd. If this option were exercised the Contractor would be responsible for obtaining and providing DISA Certification for operations with DSCS satellites. Also included as part of the draft Specification for potential future upgrades, the terminal design shall be such that the terminal will be capable, without modification to the provided upgrade kit for operation in the Ka satellite communications band. As a separately priced option, the Government may be interested in proposals for a Small Aperture Ante nna Configuration where the antennas are one meter or less that could be employed at either On the Move (OTM) or at Quick Halt types of operation. The network would be a stand alone star configuration and for this inquiry may include the baseband or chann el level processing equipment. The Hub terminal may be included. The proposed solutions will be considered for Technical Insertion (TI) and Pre-Planned Product Improvement (P3I) on existing production Army systems. All interested parties considering submission of technical information are encouraged to contact Government Technical Points of Contact - Mr. Ken Chaney at (732) 427-7102. Interested parties should submit a white paper no greater than ten pages in length and should include at minimum the following information: 1) Technical description of the interested parties’ system to include configuration and capabilities. 2) Information regarding users and performance of the interested parties’ system currently in use or previously fielded. This documentation may be mailed to US Army CERDEC I2WD, ATTN: AMSRD-CER-IW-ST (Ken Chaney), Building 600, Fort Monmouth, NJ 07703-5211. Documentation may also be sent to electronic address ken.chaney@us.army.mil or faxed to (732) 427-1271, ATTN: Ken Chane y. To be considered as part of the market research database, documentation should be received no later 02 April 2004. This synopsis is for information and planning purposes only, does not constitute a solicitation for bids or proposals, and is not to be construed as a commitment by the Government. The Government will not pay for any effort expended in responding to this s ynopsis. Responding firms should indicate whether or not they are a small business.
