NAICS Code: 81299 THE DUE DATE HAS BEEN CHANGED FROM SEPT TO MARCH 2004 Sign Language Support BPA The Environmental Protection Agency Headquarters Office in Washington DC is presently interested in soliciting request for quotes (RFQ) from vendors to provide sign language interpreting support services during a three year period under a Blanket Purchase Agreement (BPA) by an authorized Call Ordering Officer. Interpreters must be certified. BACKGROUND This contract is to provide the Environmental Protection Agency, Office of Human Resources (OHROS) with Sign Language support services. The work will be performed in space to be designated by EPA, primarily at Crystal City, Virginia and other Washington, D.C. area EPA facilities. The sign language personnel will report to the location designated by the Call Ordering Officer who will request services and approve invoices per occurrence. The work will be monitored by the Interpreting Project Officer who will orient interpreters and monitor performance. REQUIREMENTS The contractor may be requested to provide sign language interpreting support services during a three year period. Interpreters are required to have a skill level equivalent to a senior journey expert. A senior journey expert should have Registry of Interpreters for the Deaf (RID) certification and have at least two years specialized experience in the technical arena. The sign language interpreters shall be capable of providing interpreting services in a wide variety of employment settings, including (but not limited to) career counseling, interviews, performance evaluation discussions, staff and technical meetings, panel reviews, formal scientific conferences, and ceremonies. Sign language interpreters shall be responsive to the interpreting needs of the deaf EPA employees and shall provide commendable services for these employees. Interpreters shall conform with the standards outlined in the RID Code of Ethics. The contractor shall provide professional interpreters who shall make every effort to arrive at scheduled assignments 15 minutes prior to the start of the assignment, concurrent with general interpreting standards. The Call Ordering/Project Officer must know in advance who the assigned interpreter will be. The contractor shall notify the Call Ordering/Project Officer of the name of the interpreter(s) at at least 3 full business days before the job is to take place. Once the interpreter is confirmed, the contractor shall not replace the interpreter without authorization from the Call Ordering Officer/Project Officer. The contractor shall provide the same confirmed interpreters when the scheduled meeting is more than one day in length unless otherwise authorized by the Call Ordering Officer/Project Officer. The contractor shall not send the same interpreter to future EPA assignments when the Project Officer has notified the contractor that the interpreter?s skills are insufficient to handle the task for a particular client based on services provided by that interpreter at past meeting(s). Likewise, if an interpreter?s manner is unprofessional, or if the interpreter lacks substantive experience or training, the contractor will be notified and the interpreter shall not be sent to future EPA assignments.
