- Item 17 - Description of Supplies or Services Title of Effort: "DARPA Financial Systems and Management Administration" Scope of Work: Both the DARPA Comptroller Office (COMP) and Office of Management Operations (OMO) have numerous complex and recurring tasks that are governed by standard operating procedures. The tasks are quite technical and require substantial experience and training to be performed successfully. The Comptroller and Director of OMO are responsible for the staffs that administer these tasks and are often given additional requirements by outside entities (primarily the Office of the Secretary of Defense) and by the Director of DARPA. Given their respective spans of control and competing external and internal taskings, it is extraordinarily difficult for either the Comptroller or the Director of OMO to implement process improvements or provide the necessary training to new employees. In short, what is critically needed is a troubleshooter, an independent consultant who can evaluate ongoing business practices, identify areas of deficiency or inefficiency, and recommend process improvements to streamline procedures and strengthen internal management controls. This individual will also be called upon to perform financial analysis tasks on an as-needed basis, and to train future personnel to quickly and correctly bring these new employees to full capability. Contractor Requirements: Task 1- Financial Management; Task 2 - High Level Financial Management Support; Task 3 - System Analysis and Design; Task 4 - Training. Period of Performance: Will be from contract award for a 1 year base period with 4 one-year optional periods. Security: All classified work up to the level of SECRET will be performed on site at DARPA. Travel: CONUS travel may be required. "See Note 22 below" The proposed contract action is for supplies or services for which the government intends to solicit and negotiate with only one source, Crosswinds Consulting, under the authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty five days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
