NOTE #22: THE PROPOSED CONTRACT ACTION IS FOR SERVICES FOR WHICH THE GOVERNMENT INTENDS TO SOLICIT AND NEGOTIATE WITH ONLY ONE SOURCE UNDER THE AUTHORITY OF FAR 6.302. INTERESTED PERSONS MAY IDENTIFY THEIR INTEREST AND CAPABILITY TO RESPOND TO THE REQUIREMENT OR SUBMIT PROPOSALS. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS; HOWEVER, ALL PROPOSALS RECEIVED WITHIN SEVEN DAYS AFTER DATE OF PUBLICATION OF THIS SYNOPSIS WILL BE CONSIDERED BY THE GOVERNMENT. A DETERMINATION BY THE GOVERNMENT NOT TO COMPETE THIS PROPOSED CONTRACT BASED ON RESPONSES TO THIS NOTICE IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT. INFORMATION RECEIVED WILL NORMALLY BE CONSIDERED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER TO CONDUCT A COMPETITIVE PROCUREMENT. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice, and using the Simplified Acquisition Procedures in accordance with FAR Part 13. This announcement constitutes the only solicitation; proposals are not being requested and a written solicitation will not be issued. The solicitation number is N65538-04-Q-0041, and the solicitation is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-17. This solicitation is a 100% small business set-aside, the associated NAICS code is 541614. Line item 0001 is as follows: the contractor shall - In support of the WEBVIEW 2000 SYSTEM ANALYSIS ASP HOSTING AND INFRARED THERMOGRAPHY SUPPORT FOR TECHNICAL EQUIPMENT MAINTENANCE PROGRAM AT THE NATIONAL INSTITUTES OF HEALTH, BETHESDA, MD, provide (1) technical and logistic support for the Technical Equipiment Maintenance Management Program at the National Institutes of Health (NIH) in Bethesda, Md on the Webview 2000 application hosting and data warehousing of PDM information to include: (a) one year of Webview 2000 ASP hosting that includes: Webview 2000 application hosting, Data warehousing of PDM information being managed in the system, Help Desk Support, Periodic System Back-ups. Provide (2) technical and logistic support to the Naval Sea Logistics Center for the Technical Equipment Maintenance Management Program at the NIH in Bethesda, MD. This scope of work specifically covers Infrared Thermography support to perform IR inspections, analyze data, and report equipment deficiencies on selected equipment within the NIH facility. Specific tasks/deliverables include: (a) provide IR inspection and suppor t for the NIH Bethesda facility (B45, B50 and miscellaneous buildings as needed), provide a minimum of six major visits throughout the year that includes: perform IR inspections on selected electrical, mechanical, and process system equipment, analyze infrared data (alarms, thermal images, trends), produce infrared reports, and distribute to Naval Sea Logistics Center personnel as needed, follow-up with NIH maintenance personnel to ensure clear understanding of any identified problems and proposed resolutions, and the timely resolution of any abnormal conditions found, input all alert/exception data from the IR inspections into Webview 2000 for documentation, tracking, and cost benefit analysis. (3) Input and manage equipment condition status and infrared profram findings for all equipment inspected in Webview 2000 system. The use of Wevbiew 2000 will document and track infrar ed resu8lts and provide NAVSEA and HIH personnel with access to this information via the internet. Specific tasks include: develop an infrared inspection route within Webview 2000 to track the results of periodic infrared inspections, manage equipment status of all equipment monitored as part of the IR inspection program, input and track exception data from alert/abnormal conditions identified from the infrared program and any other PDM technology programs deployed. Documentation of problem description, analysis results, recommendations, diagnostic images (infrared and visual images, etc.) actual maintenance performed and associated work order information. This will create a knowledge base of equipment history that will be used to improve analysis and decision support provided for the program. , manage the system’s automated notification process to inform Naval Sea Logistics Center personnel (and NIH maintenance personnel if desired) via email when any new abnormal condition is identified, or the condition status of any equipment changes, Input and track cost benefit analysis data from infrared findings including avoided costs, downtime and other savings generated from the proactive resolution of problems. (4) Provide technical support, program management, and PDM expertise in the expanded development of the infrared program. Gov’t Furnished Material: 1. FLIR Infrared Thermographic Camera or similar. Contractor Furnished Material: 1. Hand-held data collector 2. Infrared Thermographic Camera similar to FLIR 595 as needed. The period of performance for this effort will be from the date of award through 31 December 2004. Deliverables – Monthly reports, Thermographic analysis and report of findings. WebView 2000 is a proprietary Commercial-O ff-The-Shelf (COTS) internet-based integrated equipment management system, which automates Web based equipment data warehousing and analysis capabilities, routine Preventive Maintenance (PM) activities, including alerts and auto alarming, using portable hand-held devices to collect, store, alarm and analyze PM data, performance data, predictive data, and any other valuable information periodically collected. After collecting this data in the field, it will be uploaded to a central database for processing, analysis, and data warehousing. Personnel must then be able to use a standard internet browser to gain access to equipment status, condition monitoring data, trends, auto alarms, exceptions, and reports, for evaluating equipment condition and managing maintenance. The provision FAR 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition.
