Description

This announcement is published as a Total Small Business Set-Aside action per FAR 52.219-1 and 52.219-6 (this means you must be a small business, quoting the product of a small-business manufacturer); all eligible, responsible sources may submit an offer. This procurement is restricted; all responsible sources may submit an offer. This is a synopsis for commercial supplies/services prepared in accordance with FAR 13 and the format in FAR subpart 12.6, as supplemented with addition al information included in this notice. A separate written solicitation will be issued upon request. Solicitation number RFQ N00244-04-T-0426 applies; an electronic copy of the RFQ can be accessed at http://www.neco.navy.mil. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-15 and Defense acquisition Circular 91-13. The standard industrial code (SIC) is 8734 and North American Industry Classification System code is (NAICS) 541380 And the business size standard is 500employees. The agency need one (1) ea Self Contained, Portable Air and Oxygen Charging System. REQUIREMENTS FOR MINI FLY AWAY DIVE LOCKER 1. (1) ‘SEA BOX’ STEEL CONTAINER. THE CONTAINER SHALL HAVE DOUBLE DOORS ON BOTH SIDES AND THE EXTERIOR DIMENTIONS SHALL BE 9’-10” LONG X 8’-0” HIGH X 7’-9” WIDE.THE CONTAINER SHALL BE CAP ABLE OF FITTING INTO A C-130 TRANSPORT AIRCRAFT AND SHALL BE HELICOPTER SLINGABLE. THE CONTAINER SHALL BE INSULATED WITH 1 ½” OF POLYURETHANE INSULATION OVER 3/8” PLYWOOD. THE FINISH SHALL VE WASHABLE VINYL AND ALL DOORS SHALL BE SEALED WITH SEA TRANSPORT TYPE GASKETS TO PREVENT MOISTURE INFILTRATION. 2. 1(BAUER K20V (VERTICAL) AIR COMPRESSOR. THE COMPRESSOR SHALL BE EQUPPED WITH A P-10 ‘SECURIS’ FILTRATION SYSTEM, AN AUTOMATIC CONDENSATE DRAIN SYSTEM, A FULL GAUGE PANEL AND LOW OIL PRESSURE AND HIGH TEMPERATURE SHUTDOWN SWITCHES. THE COMPRESSOR SHALL BE WIRED FOR 480V-3PH-60HZ AND SHALL HAVE A 15 HP MOTOR. THE COMPRESSOR SHALL BE CAPABLE OF DELIVERING 20 SCFM AT 3000 PSIG. 3. (1) MULTIQUIP DIESEL ENGINE DRIVEN ELECTRICAL GENERATOR. THE GENERATOR SHALL BE CAPABLE OF DELIVERING 25 KW OR POWER AT 480V-3PH-60HZ. THE GENERATOR SHALL BE EQUIPPED WITH A MECHANICAL GOVERNOR AND AN INSULATED WEATHER PROOF CASTING. THE UNIT SHALL BE PROVIDED ON A CART WITH CASTERS AND A STEEL RAMP TO ALLOW FOR MOVEMENT OF THE GENERATOR IN AND OUT OF THE CONTAINER. THE GENERATOR SHALL VE EQUIPPED WITH A 50’ POWER SUPPLY CORD WHICH SHALL BE CONNECTED TO THE COMPRESSOR MOTOR CONTROLLER AND A TRANSFORMER TO PROVIDE 120V POWER TO TASK LIGHTING AND RECEPTACLES. THE GENERATOR SHALL BE PROVIDED WITH A 17 GALLON FUEL TANK WHICH SHALL ALLOW 10 HOURS OF CONTINUOUS OPERATION. 4. (1) OXYGEN TRANSFER PUMP ASSEMBLY. 5. (3) ‘K’ SIZE CYLINDERS TO ACT AS AIR VOLUME TANKS. THE CYLINDERS SHALL BE HYDROSTATICALLY TESTED, CLEANED IAW MIL STD 1622, PRIMED AND PAINTED. THE CYLINDERS SHALL BE HOUSED IN A STEEL RACK ASSEMBLY. 6. (1) OXYGEN AND (1) AIR CHARGING MANIFOLD COMPLETE WITH MANIFOLD PRESSURE GAUGES, GAUGES, RELIEF VALVES AND (6) CHARGING CONNECTIONS EACH WITH STAINLESS STEEL QU ICK DISCONNECT FITTINGS. EACH MANIFOLD SHALL BE PROVIDED WITH A STAINLESS STEEL CHARGING TANK WITH A DRAIN VALVE. 7. ALL REQUIRED INTERCONNECTING STAINLESS STEEL TUBING, FITTINGS, AND ISOLATION VALVES. 8. (4) SAE100R8 SCUBA CHARGING HOSES WITH SCUBA YOKES AND BLEED VALVES. 9. (6) STAINLESS STEEL BRAID/PTFE OXYGEN HOSES WITH CGA 540 FITTINGS FOR CONNECTION TO GOVERNMENT FURNISHED OXYGEN CYLINDERS AND THE OXYGEN TRANSFER PUMP ASSEMBLY (OTPA). 10. (2) STAINLESS STEEL FOLD UP TYPE WORK BENCHES. 11. (2) ‘STANLEY VIDMAR’ SPARE PARTS/TOOL STORAGE CABINETS WITH LOCKING CASTERS. 12. (1) STATIONARY GEAR LOCKER APPROXIMATELY 6’-0” H X 24”W X 24” L. THE UNIT SHALL BE DIVIDED INTO (2) 36” H SECTIONS. 13. OVERHEAD TASK LIGHTING WITH RED LIGHT / WHITE LIGHT SELECTOR SWITCHES. 14. (2) 120V DUPLEX RECEPTICALS ALL CLEANING AND TESTING DOCUMENTATION AND A SATISFACTORY A IR SAMPLE TEST REPORT. COMMAND INSTRUCTION IN ALL ASPECTS OF SYSTEM OPERATION AND PERTINENT TECH MANUALS. MM2 JASON ROACHE NSCT-1 DIVE LOCKER 619-437-5449 The following salient characteristics are CRITICAL / ESSENTIAL to the Government. The provision at FAR 52.212-1, Instructions to Offerors – Commercial Items applies. Addendum to FAR 52.212-1, Paragraph (b)(5): Offers shall provide an express warranty which at a minimum shall be the same warranty terms, including offers of extended warranties, offered to the general public. Express warranties shall be included in the contract. Clause 52.212-4, Contract Terms and Conditions – Commercial Items applies as well as the following addendum clauses: FAR 219-1, Small Business Program Representations; FAR 52.219-6, Notice of Total Small Business Set-Aside; FAR 52.211-5, Material Requirements. 52.232-18, A vailability of Funds., The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders – Commercial Items applies with the following applicable clauses for paragraph (b): FAR 52.222-26, Equal Opportunity; FAR 52.222-35, Affirmative Action for Disabled Veterans and Veterans of the Vietnam Era, FAR 52.222-36, Affirmative Action for Workers with Disabilities; FAR 52.222-37, Employment Reports on Disabled Veterans and Veterans of the Vietnam Era. DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items, applies with the following clauses applicable for paragraph (b): DFARS 252.225-7001, Buy American Act and Balance of Payment Program; and DFARS 252.225-7012, Preference for Certain Domestic Commodities; and FAR 52.211-6, Brand Name or Equal. OFFERORS ARE REQUIRED TO COMPLETE AND INCLUDE A COPY OF THE FOLLOWING PROVISIONS WITH THEIR PROPOSALS: FAR 52.212-3, Offeror Representation and Certifications – Commercial Items. The government intends to make a single award to the responsible offeror whose offer is the most advantageous to the government considering price and price-related factors. Provision 52.212-2, Evaluation – Commercial Items, applies with paragraph (a) completed as follows: Award will be made to the offeror that meets the solicitation’s minimum criteria for technical acceptability at the lowest price. (option 1) To be determined technically acceptable, the offeror must furnish product literature that demonstrates the products offered meet all requirements stated in the above purchase descriptions. In addition NAVSUP 5252.215-9402, Notice to Prospective Offerors, and 5252.215-9403, Additiona l Evaluation Factors – Contractor Evaluation System, Red / Yellow / Green Program applies. Parties responding to this solicitation may submit their quote in accordance with their standard commercial practices (e.g. on company letterhead, formal quote form, etc.) but must include the following information: 1) Company’s complete mailing and remittance addresses, discounts for prompt payment, if any (e.g. 1% 10 days), anticipated delivery / availability of product / s, the company’s CAGE code, Dun & Bradstreet Number, and Taxpayer ID number. In addition, if you are quoting on a comparable commercial item, product litera ture must be included. All FAR certifications and representations specified above must also accompany your quote. Quotes must be received no later than 3:00 PM, local time. 5/24/02, and will be accepted via fax (619-532-2347) or via e-mail (evangeline.rodriguez@navy.mil).
