- NASA/LaRC has a requirement for the Purchase, Lease and Maintenance of NASTRAN proprietary software. This procurement is being conducted under the Simplified Acquisition Procedures (SAP) under FAR 13.5 (Test Program for Certain Commercial Items) authorized by the Clinger-Cohen Act of 1996. NASA/LaRC intends to purchase the items from MSC Software Corporation, Mount Laurel, NJ, who is the only known responsible source capable of meeting the agency's requirement. This determination is based on a Sources Sought Notice which was posted October 17, 2003. The combination of market research and the Government's evaluation of the sources sought responses, determined MSC as the only known source capable of meeting this requirement. This requirement is for 1 base year with four one year options periods. NASA LaRC and other NASA installations require several network sharable single user workstations to install commercial NASTRAN general-purpose finite-element analysis (FEA) software. The software will be used to perform structural finite elment analysis. The program structure will consist of Direct Matrix Abstraction Program (DMAP). The solution sequences will include nonlinear static, normal modes, nonlinear buckling and static aeroelastic to name a few. Additional features include complete support of specialized isoparametric membrane and bending plate elements, temperture-dependent composit materials and Lagrange rigid elements. The software is currently used at 3 NASA centers, Langley, Ames and Kennedy. This particular software has been used for the past 5 years; therefore, for assurance of compatibility, continuity of current projects, and retrival of archival data, MSC Software Corporation was determined to be the only source capable of supplying the software and services for the NASA centers. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 12 Noon local time on March 11, 2004. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
