- Description
- This is a notice of intent to award a purchase order on a sole-source basis for use of a conference facility in accordance with FAR Part 13, simplified acquisition procedures, as supplemented with additional information included in this notice. This announcement constitutes the only notice; a written solicitation will not be issued. The U.S. Office of Personnel Management (OPM) intends to contract with the Baltimore Convention Center, Baltimore, MD, for the period of 09/08/2004 through 09/10/2004, to provide in that period 3 days of convention center use for the purpose of presenting a conference for Federal human resource agency leaders, managers, practitioners, and line managers. An acceptable facility needs to accommodate: 1) up to 3,000 people for plenary sessions and luncheons; 2) a minimum of 30 break out rooms for 80 - 100 people in each room; 3) exhibitor space; 4) availability of the facility in the September 8 - 10 time frame; and 5) close proximity to hotels, parking and public transportation, bus terminals and train stations. This contract is for services which the Government intends to solicit and negotiate only with Baltimore Convention Center under the authority of FAR 13.106-1(b)(1), unless additional sources are located. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, all interested parties who identify their interest and capability to respond to this requirement within 15 calendar days of the published date of this notice will be considered. No solicitation will be issued, therefore, any requests for the solicitation will be considered non-responsive. Interested parties wishing to submit their questions, interest and capabilities must do so in writing via mail, facsimile or email. Oral requests for information will be considered non-responsive. Verification of receipt of electronic transmission is the sole responsibility of the contractor. A determination not to compete this action based upon responses received is in the sole discretion of the Government. Central Contractor Registration (CCR) is required prior to execution of award. If no responses are received, an award shall be made to the Baltimore Convention Center. The point of contact for this announcement is Mr. Henry Wong, Contracting Officer.
