Description
This notice is posted as a Request for Information (RFI). Charleston AFB, SC is in the process of conducting market research to determine if our Military Family Housing (MFH) Maintenance Most Efficient Organization (MEO) established as a result of a 1999 A-76 Study is still competitive with the private sector. This market research is required to be conducted after the MEO is in operation for five years in accordance with OMB Circular No. A-76 and Air Force Instruction 38-203. Charleston AFB requests any qualified small businesses that are capable of performing this type of work and are interested to reply to this RFI stating their interest and provide a rough order of magnitude (ROM) based on the attached Performance Work Statement (PWS). The ROM can be a magnitude price range for one year (12 months) and should NOT be a detailed price proposal. This is a nonpersonal service to furnish all management, supervision, labor, materials, and equipment necessary to conduct Military Family Housing Maintenance services on approximately 1,276 units located at Charleston AFB, SC. Work includes, but is not limited to, maintenance management, service calls, change of occupancy maintenance, recurring/preventive equipment maintenance, and appliance and equipment maintenance. Charleston AFB MFH is projected to be reduced from the current 1276 units to approximately 550 units by 2009. This RFI is for research purposes only and does not commit the government to pay for any information submitted. Any cost incurred as a result of a response to this announcement shall be borne by the firm and will not be charged to the government for reimbursement. The applicable NAICS code is 238990 with a small business threshold of $12 million. Please submit responses by 4:00 pm EST on 16 March 2004.
