- SOURCES SOUGHT/MARKET SURVEY. The U.S. Army Intelligence and Security Command (INSCOM), Fort Belvoir, VA is seeking industry sources and written capabilities briefing for a potential recompete of the OMNIBUS Rapid Labor Service Support Requirements (RLSSR) performance-based acquisition to provide General Engineering and Systems Operational Support; Information Technology/Management Support; Force Management Support; Intelligence, Security, and Information Operations Support; Resource Management (Fin ancial) Support; Audio/Visual Information Support; Data Management Report; Acquisition Support; and Administrative Support to the U.S. Army Intelligence and Security Command (INSCOM). The potential acquisition will cover INSCOMâs worldwide multi-disci pline requirements to include, but not limited to the following geographic locations: Pacific Command (PACOM), U.S. Forces, Korea (USFK), European Command (EUCOM), Southern Command (SOUTHCOM), Central Command (CENTCOM), Atlantic Command (ACOM) and the Cont inental United States (CONUS). In accordance with the Federal Acquisition Regulation (FAR) Part 15.201, the purpose of exchanging information is to improve the understanding of Government requirements and industry capabilities, thereby allowing potential offerors to judge whether or how they can satisfy the Government's requirements, and enhancing the Government's ability to obtain quality supplies and services, at reasonable prices, and increase efficiency in proposal preparation, proposal evaluation, neg otiation, and contract award. All interested parties should submit a written capabilities briefing in response to this inquiry. The capability briefing must identify the companyâs specialized experience and ability to provide the services listed abo ve and should not exceed ten (10) pages. Capability statements should be emailed to OMNIBUS@INSCOM.Army.mil no later than 16 March 2004. THIS IS NOT A REQUEST FOR PROPOSAL. This is a sources sought/market survey announcement to gain industry information i n the development of the acquisition plan and in no way obligates the government.
