Description
This is a combined synopsis/solicitation for commercial items in accordance with the format in the Federal Acquisition Regulation (FAR 12.6). As supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Incorporates provisions and clauses in effect through Federal Acquisition Circular 20, effective 02/23/04. This acquisition is set-aside for 100% small business. The applicable North American Industry Classification Standard Code is 561990 and size standar d is $6.mil. This will be an all or none firm fixed-price contract. The Service Contract Act of 1965 applies to this acquisition and a Wage Decision has been submitted to the U.S. Department of Labor. Identified as Item No. 0001 of the solicitation. The Rhode Island Army National Guard has a requirement to contract for one (1), full-time Security Specialist (NOTE: An individual has been already been identified by the RI Army National Guard). The perf ormance period is March 2, 2004 through September 30, 2004. The position will be a salary position without benefits. The hourly rate will be no more than $18.50 without benefits, plus overhead and profit. The individual shall be needed for a maximum of 40 hours a week (shall be available/on call during holidays, weekends and other non-duty hours). Duties to take place at the ARNG Joint Force Headquarters, Plans, Operations and Military Support Branch and the Plans, Operations and Training Office (POTO). Duties and Responsibilities: Participates with the Plans Operations and Military Support Officer's (POMSO) staff in security matters. Assists in the interpretation of directive, regulations, and policies received from higher headquarters. Participates in the implementation of directives, procedures, and instructions issued by the POMSO and the dissemination of information to subordinate elements. Prepares, reviews and edits draft regulations and procedures. Ensures ARNG units and organizations conform t o existing directives and regulations. Coordinates activities with various units and organizations. Researches regulations to identify NG polices and procedures to advise on security matters and/or to solve security problems or issues. Provides suggesti ons and recommendations to improve security. Conducts in-briefings, orientations, and debriefings regarding security. Assists the Security Specialist in the accomplishment of security and intelligence functions to include operations, physical and communi cations security, and deception and counterintelligence measures. Assists in conducting security (physical and information) inspections or assistance visits of subordinate ARNG units, organizations and facilities. Evaluates findings. Prepares reports as required. Develops recommendations to implement changes. Identifies security issues. Provides advice and assistance within delegated authority. Coordinates with law enforcement agencies on security checks of armories and facilities. Responds to Intru sion Detection System (IDS) alarm problems and reports malfunctions of security devices. Is the state Command Communications Security (COMSEC) Inspector. Conducts commands COMSEC accounts inspection for security of keys and keying material, COMSEC equipm ent and accounting procedures (these inspections must be thorough enough to replace an Intelligence Command inspection). Develops draft COMSEC regulations and Standing Operating Procedures. Establishes physical Security inspection schedules and assists i n conducting physical security inspections. Develops and processes inspection reports. Reviews and periodically updates governing regulations. Provides technical advice and physical security matters and assistance to subordinate units. Reschedules and assists in conducting follow-up of physical security inspections. Performs security checks and physical location of equipment (this includes high value Items as well as electronic emission). Controls allocation of convoy authorized frequencies for unit training movements to include movements out of state. Is the designated user representative for the secur e telephone system and is responsible for the secure telephone system key ordering. Conducts training, as required, for users keying and operating the secure telephone system. Recommends types/models of radio/electronic equipment. Recommends movement or changes of allocation of equipment hand receipts to various users. Receives, reviews, accounts for, safeguards and destroys classified information. Determines the appropriate security container requirements. Assists in conducting classified documents s ecurity inspections and follow up inspections. Assists in informal and formal investigations throughout the state. Reports security violations and compromises to the appropriate authorities. Updates and safeguards security access rosters. Provides info rmation on the close of business checklists and the equipment utilization that involve security issues. Performs all other duties as assigned. Supervisory Controls: Work is performed under the supervision of the Plans. The employee determines the methods and procedures and specific assistance is provided by the POMSO who defines the objectives, priorities and deadlines. The incumbent plans, car ries out the work and resolves problems independently within delegated authority, necessary to accomplish the work. Work is reviewed on a sample basis for technical soundness and appropriateness, for accuracy and observation of ability to meet schedules a nd for overall attainment of objectives.
