Description
NASA/JSC has a requirement for a Multi-Anvil Pressure Module capable of generating the high pressures needed to study planetary materials under pressures equivalent to the deep interiors of planets, asteroids and the Moon. NASA/JSC intends to purchase the items from Rockland Research Corporation. The Rockland Research Walker multi-anvil module is able to generate pressures between 30 and 300 kilobars, equivalent to the pressure range defined by the center of the Moon to the core-mantle boundary of Mars. The pressure module system consists of 6 tool steel wedges (anvils) within a forged alloy steel stress ring. The anvils define a cubic cavity into which a stack of eight tungsten carbide cubes fit. Each of the tungsten carbide cubes has a truncated face. These eight faces define an octahedral cavity that is filled with a ceramic pressure medium. Compression of this solid ceramic pressure medium generates pressure. In addition, the pressure medium can be machined and shaped to allow use of small graphite or rhenium furnaces to heat samples while under compression. This cannot be and is not matched by any other equipment. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on March 5, 2004. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
