*NAICS CODE: 237130, Power and Communication Line and Related Structures Construction *SMALL BUSINESS SIZE STANDARD: $28.5 million *THIS PROJECT IS SET ASIDE FOR HUBZONE SMALL BUSINESS *TITLE OF PROJECT: Rehab Primary Electrical Distribution System *GENERAL: The National Park Service, Department of Interior, is soliciting proposals for construction firms having the capability to perform the work described below. This solicitation will be issued electronically on the Department of Interior's National Business Center (NBC) website at http://ideasec.nbc.gov and through the Federal Business Opportunities website at www.fedbizops.gov. Paper copies of this solicitation will not be made available. Proposal documents will be available in Microsoft Word, HTML, and Adobe PDF. Specifications will be available in Adobe PDF format, and drawings will be available in TIFF format. Offerors wishing to receive electronic notification of changes will need to register to receive notification of this specific solicitation at http://ideasec.nbc.gov. This service is provided for convenience only and does not serve as a guarantee of notification. No other notifications will be sent. *ANTICIPATED SOLICITATION ISSUE DATE: March 18, 2004 *ANTICIPATED PROPOSAL RECEIPT DATE: April 16, 2004. Proposal receipt date is approximate; actual date will be established at the time proposal documents are available. *DESCRIPTION: The work of this contract consists of the general construction of an underground power line below approximately 4.8 miles of roadway. The project includes excavation, backfill, asphalt patching, installation of conduits, vaults, manholes, medium voltage cables, terminations, and other related construction and traffic controls. The project site the Nisqually to Paradise Road between Cougar Rock and Upper Miller Flats. One lane of traffic flow must be maintained during work hours, and two lanes of traffic flow must be maintained during non-work hours. *TYPE OF PROCUREMENT: A negotiated firm-fixed price contract will be awarded requiring submission of both a technical and a price proposal. The government will consider an offeror's technical capability in comparison to its price. *ESTIMATED PRICE RANGE: $2,500,000 to $4,000,000 *TIME FOR COMPLETION: 185 calendar days *All responsible HUBZone small business sources may submit a timely offer that will be considered. The National Park Service encourages participation of disadvantaged and women-owned business enterprises. *In order to download a copy of the solicitation, vendors will be asked to register their company with the electronic commerce website.
