- THE NATIONAL INSTITUTE ON DRUG ABUSE INTENDS TO ISSUE AN 8(A) COMPETITIVE SOLICITATION to request proposals from qualified organizations certified by the Small Business Administration under Section 8(a) of the Small Business Act. Concerns having capability to produce a newsletter and a peer review journal in the field of drug abuse. The bimonthly newsletter covers scientific advances in the research of drug abuse and NIDA activities. The peer-review journal is issued 3 times a year for researchers and service providers. This requirement entails all aspects of producing a newsletter and a journal from story generation, production, printing, distribution, subscription outreach, and mailing list maintenance. The North American Industrial Classification System (NAICS) code identified for this requirement is 541611 with a size standard of $6 million. RFP No. N01DA-4-1117 will be available electronically on or about March 15, 2004. You can access the RFP through the FedBizOpps (URL: http://www.fedbizopps.gov or through the NIDA website at the following address: (URL: http://www.nida.nih.gov/RFP/RFPList.html). Please note that the RFP for this acquisition will be streamlined to include only the Work Statement, Deliverables, Reporting Requirements, Special Requirements, Mandatory Qualifications, Technical Evaluation Criteria, and other necessary Proposal Preparation Instructions. However, all information required for the submission of an offer will be contained in or accessible through the streamlined electronic RFP package. Response to the RFP will be due on or about April 29, 2004. This advertisement does not commit the Government to award a contract. See numbered note 26.
