Description
This synopsis is being posted to both the Federal Business Opportunities(FBO) page located at http://www.eps.gov and the Navy Electronic Commerce on Line(NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. The Naval Sea Systems Command, Washington Navy Yard, DC, intends to solicit proposals for the manufacture, inspection and delivery of MK 792 Mod 0 Shipping and Storage Container production units and samples. It is anticipated that the awarded contract will be a Firm Fixed Price (FFP), 100% small business set aside. The MK 792 Mod 0 container is a mid-opening, environmentally controlled, reusable container of e xtruded aluminum construction. The container consists of an upper and lower shell which are interfaced with a sealing gasket and secured with over-the-center latches. The lower shell is equipped with an adjustable cradle assembly to mitigate shock and vibration, and restraint straps for securing the torpedo to the cradles. The container handling provisions consist of forklift pockets, MK 45 Handlift Truck endlift provisions, container lifting rings, a low overhead lifting feature, and an interlocking feature to lock like containers one on top of the other for a unit load configuration. The container is designed to protect one MK 46 Mods, MK 50 Mods, or MK 54 Mod 0 Torpedo during shipment and storage. Based on the current funding profile and fleet requirements, it is anticipated that a maximum number of one hundred (100) container production units and any associated service s will be procured to address FY2004 requirements. The contract also anticipates a period of performance of 1 base year with 4 one-year options, with a maximum quantity of 100 units being produced each option year through FY2008. The contract will be awarded based on a Best Value Evaluation, with the anticipated criteria strongly focusing on technical ability, past performance and price. The anticipated competition will be based on a build-to-print hardware specification. In total, this contract is anticipated to provide the Navy with a contract vehicle to efficiently and cost-effectively acquire shipping and storage containers in order to support fleet readiness needs. For planning purposes and to promote competition, one page E-mail expressions of interest denoting “Prime Contractor Consideration” are requested from all potential offerors. The E-mail should include: 1) all pertinent company information (name, address, state of incorporation, etc.) and 2) appropriate business unit, subcontractor and small business subcontracting points of contact, and should be submitted to this office to the care of Mr. Andrew Creedon at creedonaj@navsea.navy.mil. These expressions of interest should be submitted no later than 4:00 PM, EST on 15 MAR 2003. Be advised that this point of contact information may be released to the public. The official RFP should be released on or before 01 APR 2003, under RFP No. N00024-04-R-6111. A draft RFP may be released before the posting of the official RFP. Responses to posted pre-solicitation documents, if any, are welcome but official Government correspondences will only be made during the official solicitation phase of the contract.*****
