Description
The Missile Defense Agency (MDA) intends to award a sole source cost-type contract to SIGCOM, Inc. to provide services required for management, engineering, systems integration, operation, maintenance and technical support services of MDA’s primary VTC locations to include the NCR and the Joint National Integration Center, with potential expansion to include Ground-Based Midcourse Defense, Air Borne Laser, Space Tracking and Surveillance System, and other sites as they may arise. The contract will be for one (1) year with two (2) one-year options. This action is to assure uninterrupted, essential continuity of managerial, technical engineering, and video teleconferencing capabilities required to support MDA’s mission by providing single contractor responsibility for both operation and maintenance of all aspects of MDA’s VTC capability. The contract will assure that during this period of MDA mission focus on reaching a near-term operational capability MDA will maintain a corporate real-time enterprise-wide management capability to keep all of MDA executing on a sensitive and timely schedule as a high-performance organization. SIGCOM is the only company that has the current, requisite expertise to maintain the level of support required by the MDA. Current SIGCOM personnel are key to preserving the Agency’s real-time integrated strategic communications capability while ensuring reliability, consistency and response times needed to support the Agency’s mission. No other source would have the necessary requisite hands-on knowledge and expertise pertaining to the MDA VTC facilities that could perform this work without significant mission impact, or could achieve the required level of operation and maintenance support required without significant delays and cost that would impact MDA’s ability to keep its widespread management workforce informed, without negatively impacting MDA's ability to comply with critical short and long term mission requirements.
