- Los Angeles AFB Synopsis 21 CONS/LGCZ, Air Force Space Command (AFSPC), intends to offer the privatization of the electrical, natural gas, potable water, and wastewater infrastructure system at the housing areas serving Los Angeles Air Force Base, California. Privatization is defined as the transfer of ownership and responsibility for the operations, maintenance, repair, future upgrades, and future utility system replacements. As a result of this solicitation, if privatized, the firm will be selected to assume ownership of the above-mentioned utility system(s). The successful firm will be required to provide expansions to the system(s) to meet future needs of the Government. The resulting contract, if awarded, will require the contractor to furnish all facilities, labor, materials, tools, and equipment necessary to own, maintain, and operate the utility system(s). The contractor shall manage the maintenance, repairs, replacement, etc., of the system(s) to ensure continuous, adequate, and dependable service for each Government or tenant connection within the service area. The contractor shall be responsible for funding all capital investments required to acquire, maintain, and operate the utility system(s) in a safe, reliable condition and to meet the requirements listed in the contract. The operation and maintenance contract(s) will be governed by the Federal Acquisition Regulations. Transfers of property and grants of access are authorized by 10 U.S.C. 2688. Real property interests will be conveyed in the form of a Right-of-Way (ROW) as an attachment to the RFP and grants access to the system(s). Transfer of title to the utility system(s) will be conveyed via a Bill of Sale after meeting the licensing and permit requirements of the contract. Past Performance information from potential offerors shall be submitted as directed in the RFP. The utility systems being privatized are described as follows: electric, natural gas, potable water, and wastewater utility systems serving Fort MacArthur and the Pacific Crest and Pacific Heights (East & West) housing areas. (Note that the Pacific Heights East area includes only water, wastewater, and the street lighting portion of the electric system. The gas and the electric distribution systems in Pacific Heights East are already privately owned.) The utilities at the main base area in El Segundo are in the process of being rebuilt and may be offered in the future as a separate solicitation. Los Angeles AFS, located about a mile south of Los Angeles International Airport, California, is an Air Force Space Command (AFSPC) installation that supports research and development of space systems. The utilities to be considered for sale are at Fort MacArthur, in San Pedro, and at the three other housing areas about a mile west of Fort MacArthur. The following information provided is only an estimate of the size, scope and general description of the electrical, natural gas, potable water and wastewater utility systems at the base and is subject to changes. Electrical power is provided by Southern California Edison at Fort MacArthur and by the Los Angeles Department of Water and Power at the other three housing areas. Natural gas service for the four areas is provided by Southern California Gas Company. Potable water service for the four areas is provided by the Los Angeles Department of Water and Power. Wastewater service for the four areas is provided by the Los Angeles Department of Water and Power. DESCRIPTIONS: FORT MACARTHUR: Fort MacArthur is the site of both housing and administrative functions. Of the 98 acres, the breakdown is: 30 acres are dedicated to base functions and 68 acres are dedicated to housing. The base portion of the site includes buildings for site maintenance support, transient quarters, a post office, a Base Exchange annex, recreation center and other similar activities. There are 37 buildings on Fort MacArthur; ten of those buildings have been designated as historical buildings with a population of 100 employees, nonresidents. The housing area includes 84 units with a housing population of 2,100 occupants (this number includes all housing area residents). The ages of the buildings range from 1918-1950 for historic homes and buildings and 1982-1985 for new homes. The age of the utility systems dates to 1985 with more recent improvement to some of the utility systems. The utility providers for Fort MacArthur are, Electric- Southern California Edison (SCE), Gas-Southern California Gas Company, Water- Los Angeles Department of Water and Power (DWP) and Sewer- DWP. PACIFIC CREST: Pacific Crest consists of 22 acres. There are 91 housing units in this area plus one additional building designated as non-housing. The nonresident base population for this area is zero. The housing population for this area is grouped together with the overall housing population of 2,100 personnel for the entire base. The ages of the buildings and utility systems in this area date to 1989. The utility providers for the Pacific Crest area are, Electric- Los Angeles Department of Water and Power (DWP), Gas-Southern California Gas Company, Water- DWP and Sewer- DWP. PACIFIC HEIGHTS WEST: Pacific Heights West consists of 12 acres. There are 79 housing units in this are plus one additional building designated at non-housing. The nonresident base population for this area is zero. The housing population for this area is grouped together with the overall housing population of 2,100 personnel for the entire base. The ages of the buildings and utility systems in this area date to 1989. The utility providers for the Pacific Heights West area are, Electric- Los Angeles Department of Water and Power (DWP), Gas-Southern California Gas Company, Water- DWP and Sewer- DWP. PACIFIC HEIGHTS EAST: Pacific Heights East consists of 28 acres. There are 71 housing units in this area and no other non-housing buildings. The nonresident base population for this area is zero. The housing population for this area is grouped together with the overall housing population of 2,100 personnel for the entire base. The ages of the buildings and utility systems in this area date to 1999. The utility providers for the Pacific Heights East area are, Electric- Los Angeles Department of Water and Power (DWP), Gas-Southern California Gas Company, Water- DWP and Sewer- DWP. Note that the Pacific Heights East area includes only water, wastewater and the street lighting portion of the electric system. The gas and the electric distribution systems in this area are already privately by owned by Los Angeles Department of Water and Power and Southern California Gas Company and will not be part of the effort.
