- Description
- The Department of Homeland Security/United States Coast Guard has a requirement for external accreditation of its healthcare clinics. The external accreditation survey shall include participation of health care professionals to function as surveyors. Surveyors shall be physicians, dentists, nurses, or administrators who are currently in active practice themselves and trained to review ambulatory health care clinics. Surveys shall be accomplished via a thorough review of all health care operations as outlined below, as well as a review of the physical plant of the clinic to include life safety and security aspects. The following aspects of health care operations will be evaluated: Rights of Patients, Governance, Administration, Quality of Care Provided, Quality Management and Improvement, Clinical Records and Health Information, Professional Improvement, Facilities and Environment, Anesthesia Services (as applicable), Surgical Services (as applicable), Dental Services (as applicable), Immediate/Urgent Care Services, Pharmaceutical Services, Pathology and Medical Laboratory Services (as applicable), and Diagnostic Imaging Services (as applicable). Surveyors shall hold a summation conference at the conclusion of the survey at which they will present their findings to the Clinic Administrator, Chief, Health Services, Commanding Officer, and any other staff the clinic may choose to include in the summation. Surveyors shall be willing to work alongside U. S. Coast Guard (USCG) Maintenance and Logistics Command (MLC) personnel that will simultaneously be reviewing the facility for specific Coast Guard requirements. The survey shall be tailored to the type, size, and range of services offered by each USCG clinic surveyed. The survey shall occur at a date acceptable to both the MLC and the surveying organization. Surveys shall ultimately result in a determination of accreditation based on nationally accepted standards. Contractor travel shall be required to U.S. Coast Guard clinics throughout the United States. All travel shall be reimbursed in accordance with the Federal Travel Regulations. All travel shall be approved in advance (electronic mail is acceptable) by the Contracting Officer’s Technical Representative (COTR). The Period of Performance will consist of a Base Year and four (4) Option Years. It is anticipated that a Request for Proposal (RFP) will be issued on or about 26 March 2004, with proposals due 30 days after issuance of the RFP.
