- Description
- The Agency for Healthcare Research and Quality (AHRQ), of the U.S Department of Health and Human Services, is soliciting proposals on a Full and Open basis under North American Industry Classification System (NAICS) Code 541511 ($21 million) for a 5 year cost reimbursement contract to meet AHRQ’s requirement for “Data Management and Computer Programming Support.” It is anticipated that the cost of this contract shall not exceed $5.2 million per year. AHRQ conducts research and provides information on a number of critical issues related to national health care research and quality which are of particular interest to government agencies, legislative bodies, health policy makers and other health professionals concerned with health care utilization, expenditures and insurance coverage. The purpose of this contract is to provide for timely and efficient data base management, computer programming including econometric analysis, microsimulation modeling, production of complex survey design estimates, and analytical statistics from large administrative databases, computer-related consulting and technical assistance, web support, public use file production, and analysis activities for AHRQ. The contractor will primarily assist AHRQ with research activities by installing, documenting, and maintaining databases for staff and, where appropriate, outside researchers; developing analytic files from those databases, and maintaining and updating documentation of those files; developing, executing and documenting computer programs based on staff specifications; and designing, installing, and maintaining AHRQ web sites as directed. The contractor will also assist AHRQ in providing consultation services to staff on security arrangements for confidential data and informing staff of economic and statistical programs available for the analysis of national survey data and large multi-user health care databases. The contractor shall perform this support at their own facility. Potential sources must meet the following minimum criteria: Sources must have an understanding of and extensive experience in the provision of large database management and file construction, computer programming support for advanced statistical analysis and microsimulation modeling, data dissemination including production of data files for outside users as well as web-site maintenance, and capability, experience, and technical skill in data management and analysis of large, multi-year, multi-source, multi-user databases and large administrative encounter-level and clinical data in support of health services research. Sources must also possess the experienced technical staff and other resources needed to expeditiously carry out the broad range of activities listed above. The estimated issuance date of solicitation AHRQ-04-0005 is March 15, 2004, with proposals due approximately 60 days thereafter. The solicitation and any documents related to this procurement will be available by downloading from the Internet on AHRQ’s web site at http://www.ahrq.gov as well as FedBizzOpps. It is the offeror’s responsibility to monitor the Internet site or FedBizzOpps for the release of the solicitation and any subsequent amendments. Since we will not know who is downloading the solicitation, the bidders list will not be available.
