Description
Trainee Battalion Dining Facility located at Ft. Knox, Kentucky. This solicitation is Phase 1 of a 2-Phase Design/Build solicitation process for design and construction of the Dining Facility. This process requires potential offerors to submit their performance and capability information initially for review and consideration by the Government. Following the review, evaluation, and ra ting of the Phase 1 proposals, the Government will select up to five highest rated offerors to be considered for Phase 2. These selected offerors will be asked to submit the technical requirements package and provide a technical and cost proposal for cons ideration by the Government. The technical information contained in the Phase 2 proposal will be reviewed, evaluated and rated by the Government in direct response to the criteria set forth. The final evaluation rating used for comparison, selection and award will reflect the rating received in Phase 2. Cost information will not be rated in either Phase; however, cost will be considered in response to the funding limitations. The proposal process for this two (2)-Phase Procurement consists of the follo wing individual pieces: Phase 1 Proposal Requirements: -Past Performance -Experience a. Prime Contractor b. Design Team -Technical Approach Narrative Phase 2 Proposal Requirements: -Technical Proposal Information -Project Management Plans and Schedules -Key Personnel -Price -Subcontracting Information NAICS Code is 236220 size standard of $28.5 million. Time of completion is 540 calendar days. Solicitation issue date is approximately 12 March 2004. Proposal due date for Phase 1 is approximately 13 April 2004 at 4:30 PM Louisville Local time. The scope of the project is to design and construct a new 35,735 SF standard design trainee battalion dining facility for a five company basic training battalion of 1200 persons. Supporting facilities include all utilities, fire protection, pavement and parking, and other site improvements. Force protection measures are included. Comprehensive interior design services to include built-in kitchen equipment is required. Sustainable design principles will be integrated into the design (by LEED certified designers) and construction of the project such that the project achieves a GOLD rating under the Depar tment of Defense Sustainable Project Rating Tool (SPiRiT). This solicitation also contains option items. These items are 1) Décor package consisting of tables, chairs, booths and artwork, and 2) Kitchen Equipment not included in base bid. This project is available by downloading from the Internet only. The project specification files are Portable Document Format (PDF) files and can be viewed, navigated, or printed using Adobe Acrobat Reader. The drawing files are in CAL format and can be viewed, navigated, or printed using Source View Reader. Both readers are contained in the solicitation package. Minimum system requirements are 486- based personal computer, Microsoft Windows 3.1 or greater and 8 MB application RAM.
