Description
Modification to Pre-solicitation Notice N00024-04-R-6102 of 03 NOV 2003. The Naval Sea Systems Command (NAVSEA), Washington Navy Yard, DC, intends to issue a firm fixed price (FFP) Request for Proposal (RFP) soliciting full and open competition for the manufacture, test, delivery and support of MK30 Mod 2 Anti-Submarine Warfare (ASW) Training Targets. In an effort to provide the maximum amount of information and opportunity to prospective bidders, the follow pre-solicitation updates are provided: 1) Extended Period of Performance - NAVSEA has gained official approval to procure the entire fleet asset requirement of fifty-four (54) target vehicles under the forthcoming solicitation and resulting contract. As a result, the contemplated period of performance of the production contract may include up to eight (8) years (1 base year and up to 7 1-year options). 2) Stepladder Quant ities - The upcoming solicitation is anticipated to include stepladder quantities for the hardware assets from as few as 3 per year to as many as 18 per year. 3) Performance Specifications ? It is anticipated that the proposed hardware assets (target vehicles, test equipment, etc.) procured under this RFP will be solicited on a ?build and test to performance specification? basis. 4) Industry Day - PMS 404 is planning to hold a MK30 Mod 2 Industry Day Briefing on the morning of 09 March 2004. The briefing will start at 0930 and will conclude no later than 1230 the same day. The industry briefing will be held at Anteon Corporation (support contractor for PMS 404), 1100 New Jersey Ave., SE, Suite 200, Washington, DC 20003 in the 2nd floor conference room (Independence B). It is anticipated that the PMS 404 Program Manager and/or Deputy, Contracting Officer, Legal Counsel, PMS 4 04 Production Manager, NUWC Newport MK30 Mod 2 Program Manager and PMS 404 Target Production Manager will be in attendance. This industry day should provide potential offerors with a general overview of the program, specific technical aspects of MK30 Mod 2 and provide prospective offerors with an opportunity to submit questions in writing to the assembled MK30 Mod 2 Program Team. All question will be fielded, appropriately addressed and formally distributed via the official solicitation process (online). Although the Industry Briefing will be held at the UNCLASSIFIED level, Anteon Corp. requires that all intended contractor participants submit visit requests to the following individual/fax number: Ms. Kim Hughan, Anteon Corporation, 2231 Crystal Drive Suite 600, Arlington, VA 22202, Voice Number: 703-253-3483, Fax Number 703-521-0175. Please identify the MK30 Mod 2 Industry Da y Brief as the purpose of the visit and the POC as Stu Nelson and/or Joya Peace. 5) Solicitation Release ? The official MK30 Mod 2 solicitation No. N00024-04-R-6102 is planned for release on or before date of the Industry Day (09 March 2004). 6) Technical Data Package (TDP) ? A web-based MK30 Mod 2 Target Undersea Vehicle (TUV) System Technical Information Center (TIC) and Technical Library will be used as the repository of information pertinent to the MK30 Mod 2 procurement. The TIC is maintained by the Naval Undersea Warfare Center, Newport, RI, to provide authorized users from the industrial community access to MK30 Mod 2 technical information. To ensure efficient TIC operations the following procedures should be followed.. TIC Security Procedures - Firms will be authorized access on a ?need-to-know and appropriate security clearance? basis. In order to gain access to the Electronic TIC and the TIC Library offerors will be provided specific information in Section L of the upcoming RFP. However, basically for access to the Electronic TIC all prospective offerors must fill out an Access Request Form on the online link and provide the information for the required fields and a brief need-to-know justification. Once an account has been established offerors can access the MK30 Mod 2 Electronic TIC. Once authorized access is granted, interaction with the Electronic TIC will take place as discussed below: The TIC web site is organized for easy access to pertinent, electronic, unclassified MK30 Mod 2 information. The information is organized in a logical directory structure with folders and files. Access to "Classified-Restricted" information for this RFP follows. For access to the TIC Library, contractors interested in viewing classified TIC informa tion must submit a visit request and schedule an appointment. Request for appointment and visit requests must be submitted three days prior to industry?s requested appointment time. Industry may schedule access to the TIC in blocks of time not to exceed 4 hours. The 4-hour blocks are available from 0800 - 1530 Monday - Fridays. All private industry/contracting agencies must submit this visit authorization request on company letterhead. Those not submitted on company letterhead will be rejected. Again, all specific points of contact and all necessary logistics information will be provided in the upcoming RFP.*****
