Description
The VA Medical Center, Canandaigua, NY is soliciting for the services of an Architect/Engineer (A/E) firm to provide services for Project No. 528A5-03-501, Controls for Sprinklers in Elevators. The project design scope provides for installation of controls on the elevators and sprinkler systems to correct NFPA and elevator code requirements and meet the code requirements to disconnect power to the elevator machine room and cab before activation of the sprinklers in the shaft or machine rooms. It will also add valves in the attics and shafts along with proper electronic supervision and provide key controls on the elevators. The project will involve the assessment of all of the buildings with electric traction elevators (Buildings 1, 3, 4, 6, 7, 8, 9, 34, 36, and 37), totaling 11 elevators. All work will be in accordance with current VA design guides, standards, and requirements, NFPA, JCAHO, and local/federal codes. Scope of work includes but is not limited to (1) prepare complete construction drawings and specifications, (2) provide detailed cost estimates, (3) construction period services, (4) provide site visits for construction inspection, and (5) provide as-built drawings using current version of VA compatible auto-cad program. Estimated construction cost is between $250,000 and $500,000. NAICS code is 541310 with the small business size standard of $4.0 million. Applicants must have an established working office within a 100-mile radius of Canandaigua, NY of sufficient size and experience to accomplish the work and be licensed in the state of New York. Design completion time is 150 calendar days from contract award with reviews at 50% and 95%. A/E selection criteria shall include the following elements (a) through (k) (not necessarily listed in order of importance or merit): (a) Team proposed for this project; (b) Proposed management plan; (c) Previous experience; (d) Facilities location; (e) Proposed design approach, (f) Cost control techniques; (g) Estimating effectiveness; (h) Schedule control; (i) Experience and capabilities in the following areas: elevator design, sprinkler system design, VA experience; (j) Design awards; and (k) Type and amount of liability insurance and litigation involvement over the last 5 years as well as professional qualifications necessary for satisfactory performance of required services, specialized experience and past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules. THIS PROJECT IS 100% SET-ASIDE FOR EMERGING SMALL BUSINESSES. Firms desiring consideration are invited to submit three (3) sets of SF 254 and SF 255 which identifies similar projects to Kathleen M. Responses are due by close of business no later than 30 days from the date of the announcement or March 29, 2004, whichever is latest. THIS IS NOT A REQUEST FOR PROPOSAL.
