- The Northwest Fisheries Science Center (NWFSC) of the National Marine Fisheries Service (NMFS) intends to conduct a bottom trawl survey of the groundfish resources of the continental shelf and slope of the United States West Coast Region. Award will be made to either two West Coast Commercial Fishing Vessels or two "Alaska Class" Commercial Fishing Vessels. The West Coast Commercial Fishing Vessels will each conduct an independent survey of the shelf and slope zone from 30 to 700 fathoms, extending from the Canadian boarder around Cape Flattery, Washington to the Mexican border near San Diego, California. Each vessel will be paired with another vessel currently under contract with the NWFSC. The first pair will participate in the first survey period which begins on June 1, 2004 and ends approximately 67 days later on August 6, 2004. The second pair will serve during the second survey period, which will begin approximately August 16, 2004 and will end approximately 67 days later on October 21, 2004. Each charter period will be broken into five to six cruise legs of seven to ten days each with a two to three day port call between legs. Under direction of a NMFS designated chief scientist, the vessels will fish in a systematic manner with bottom trawl gear according to a pre-specified survey design and a manual governing the construction, rigging, and operation of the trawl gear used for sampling. The trawl gear to be used during the charter will be supplied by NWFSC, as will a portable trawl instrumentation system will be used with various sensors deployed on the trawl for each tow to measure and report various aspects of the trawl's performance during sampling operations. Prior to mobilization, at NMFS's expense, each vessel will be hauled out at a mutually agreeable time and shipyard in order to create a thru-hull/mount that will be used to install the trawl instrumentation transducer. Vessels must be at least sixty (60) feet in registered length and the vessel's main engine must be rated at a minimum continuous horsepower of 425 and must be capable of towing at a minimum speed of 2.2 knots at a fishing depth of 700 fathoms. The vessel must maintain a cruising speed of at least 8 knots in low sea states. There must be berthing accommodations for the vessel crew and three (3) scientists. One or more of the scientists may be female. Awards will be evaluated based on Vessel Characteristics, Vessel Configuration, Vessel's Commercial Fishing History, Master/Crew Work Experience, Offeror's Qualifications & Desirable Items. Award to the West Coast Commercial Fishing Vessels is set aside for small business concerns. The NAICS code for this procurement is 483114 and the size standard is 500 employees. The "Alaska Class" Commercial Fishing Vessels will conduct triennial shelf bottom trawl groundfish surveys off the coast of the continental United States. The survey will use high opening Nor' Eastern trawls equipped with roller gear to sample pre-selected stations ranging from 30 to 275 fathoms. The survey will cover the shelf and portion of the continental slope waters off California, Oregon, and Washington. Two vessels will be contracted to carry out this survey. Each vessel will operate autonomously with prescribed tow locations assigned to each vessel and will conform to the survey protocols of the previous AKFSC triennial survey. Under direction of a NMFS designated chief scientist, the vessels will fish in a systematic manner with bottom trawl gear according to a pre-specified survey design and a manual governing the construction, rigging, and operation of the trawl gear used for sampling. The trawl gear to be used during the survey will be supplied by the NWFSC. A portable trawl instrumentation system, also suppled by the NWFSC, that calculates and records various net mensuration and oceanographic data will also be deployed on the trawl to aid in the evaluation of trawl performance. Both vessels chartered will commence in either Newport, Oregon, or in Seattle Washington on or around May 31, 2004 and will terminate in either Morro Bay, California, or in Newport, Oregon on or around July 29th. The duration of the charter will be 60 days with an option, at the request of the government, to extend the charter up to 10 days. The operational plan for this survey may be modified prior to the actual start of the survey but changes in dates of operation and ports used for cruise leg breaks will be coordinated with the Contractor. Vessels must be at least 120 feet in registered length and the vessel's main engine must be rated at a minimum continuous horsepower output of 1000. The vessel must be able to tow the standard survey trawl, a 27.4/36.5 m (90/120 ft) Poly Nor' Eastern trawl with rubber bobbin roller gear or tire gear at a continuous speed of 5.6 km/hr (3 knots) under normally expected fishing conditions. The vessel must maintain a cruising speed of at least 16.8 km/hr in low sea states. There must be berthing accommodations for the vessel crew and a maximum of six (6) scientists. One or more of the scientists may be female. Awards will be evaluated based on Vessel Characteristics, Vessel Accommodations, Trawl Experience, Past Performance of Vessel, Captain and Crew, Desirable Items & Safety. Award to "Alaska Class" Commercial Fishing Vessels is unrestricted.
