Description
The Space and Naval Warfare Systems Command in San Diego, CA in support of Naval Sea Systems Command, Program Executive Office Littoral Mine Warfare, PMS 183, requires successful completion of the Advanced Deployable System (ADS) System Development and Demonstration (SDD) phase for the development of a planned Littoral Combat Ship (LCS) deployable system. The Contractor will develop the system and interface specifications, perform the preliminary and critical design engineering, procure and manufacture the required test articles, conduct design verification and system integration testing, and deliver the equipment required to conduct operational testing of the LCS-deployable system in FY08. The new contract will need to include the following deliverables: the complete technical data package and test articles sufficient to evaluate the system design. The contractor will integrate previously developed arrays and processing with the development of communication and installation sub system. The contractor will also need to conduct various engineering support efforts and trade studies and will deliver those on an as required basis. It is expected that the contract will have two options for Low Rate Initial Production to include the production of one complete ship set under each option. The Government believes that Lockheed Martin Maritime Systems & Sensors Undersea Systems, of Manassas, VA with their previous experience with the ADS program is the only contractor that can accomplish these requirements without substantial duplication of cost that would not be expected to be recovered thru competition and without unacceptable delays. It is anticipated that this contract will be awarded in June 2004 with completion of all testing by March 2008 and delivery of all LRIP materials by September 2009. The value of this contract is expected to be approximately $215,000,000. The NAICS Code for this procurement is 541710. Please see Numbered Note 22.
